3461 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3662 SECTION 1. NEW LAW A new section of law to be codified

4065 This act shall be known and may be cited as the “Oklahoma

4394 SECTION 2. NEW LAW A new section of law to be codified

4997 A. There is hereby created, within the Oklahoma Department of
5098 Aerospace and Aeronautics , the Oklahoma Aircraft Engine Testing
5199 Development Grant Program to offer finan cial assistance by grant to
52100 private or public entities for the purpose of expanding the aircraft
53101 engine testing capabilities of this state and developing aircraft
54102 engine testing infrastructure. Grant funding shall be administered
55103 based on the potential fo r a specific project to enhanc e the
56104 aviation and aerospace industry of this state. A grant under this
57105 program shall be a one -time award.

59106 B. Public, private, and nonprofit entities within this state
60107 that have sufficient financial and management capacity t o complete
61108 the requested project are eligible for funding under this program.
62109 Applicants shall provide t he following information:

64110 1. Airline or industry support as evidenced by a letter or
65111 other communication directly from the entity stating its support for
66112 the project;

68113 2. The ability to provide a minimum of forty percent (40%)
69114 matching funds for the proje ct; and

71115 3. A proposal summary that shall include any background
72116 information or history with aircraft engine testing and development,

76146 C. A grant agreement shall be made between any awardee and the
77147 Department. The grant agreement shall provide for the conditions of
78148 disbursement, shall include a provisio n requiring the repayment of
79149 awarded funds if the terms are not met, and shall include a
80150 requirement for awardees to provide ongoing quarterly reports
81151 detailing activity related to the project.

83152 SECTION 3. NEW LAW A new section of la w to be codified
84153 in the Oklahoma Statutes as Section 503 of Title 3, unless there is
85154 created a duplicatio n in numbering, reads as follows:

87155 There is hereby created in the State Treasury a revolving fund
88156 for the Oklahoma Department of Aerospace and Aeronauti cs to be
89157 designated the “Oklahoma Aircraft Engine Testing Development Grant
90158 Program Revolving Fund ”. The fund shall be a continuing fund, not

93159 subject to fiscal year limitations, and shall consist of all monies
94160 received by the Department from all monies re ceived by any public or
95161 private donations, contributions, and gifts received for the benefit
96162 of the fund, and any amounts appropriated by the Legislature,
97163 provided for the purpose of funding grants as provided in this act.
98164 All monies accruing to the credi t of the fund are hereby
99165 appropriated and may be budgeted and expended by the Department for
100166 the purpose provided for in this act. Expenditures from the fund
101167 shall be made upon warrants issued by the State Treasurer against

105197 SECTION 4. This act shall become effective July 1, 2024.

107198 SECTION 5. It being immediately necessary for the preservation
108199 of the public peace, health or sa fety, an emergency is hereby
109200 declared to exist, by reason whereof this act shall take effect and
110201 be in full force from and after its passage and approval.
