83	83	BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
84	84	SECTION 1. NEW LAW A new section of law to be codified
85	85	in the Oklahoma Statutes as Section 2-7-306.1 of Title 10A, unless
86	86	there is created a duplication in numbering, reads as follows:
87	87	A. The Office of Juvenile Affairs shall develop a pay-for-
88	88	performance rate plan for Youth Services Agencies and other
89	89	contracted providers focused on improving youth outcomes and quality
90	90	of life.

142	142	B. The Office shall reserve a portion of funds paid to
143	143	contracted providers for services to youth for the pay-for-
144	144	performance rate plan that contracted providers may earn for
145	145	improvement or performance a chievement of youth-centered quality
146	146	metrics. The funds withheld shall be matched with funds provided by
147	147	the Office at a rate determined by the Board of Juvenile Affairs .
148	148	C. Pay-for-performance payments to contract ed providers may be
149	149	earned quarterly and shall be based on the quality metrics
150	150	established by the Board under subsection D of this section.
151	151	D. The Board shall establish quality metrics for the pay-for-
152	152	performance rate plan and benchmarks for satisfying the requirements
153	153	of each quality metric. The Board shall periodically review and
154	154	update the quality metrics and benchmarks as appropriate. The Board
155	155	shall ensure that quality metrics and benchmarks provide direct
156	156	benefit to youth outcomes and address a need for quality
157	157	improvement.
158	158	E. The Office shall electronically submit an annual report of
159	159	the pay-for-performance rate plan to the President Pro Tempore of
160	160	the Senate, the Speaker of the House of Representatives , and the
161	161	Governor by December 31 of each year. The report shall include, but
162	162	not be limited to, an analysis of the previous fiscal year including
163	163	incentive payments, ratings, and notable trends.
164	164	F. The Board shall promulgate rules to implement the provisions
165	165	of this section.

217	217	SECTION 2. This act shall become effective July 1, 2024.
218	218	SECTION 3. It being immediately necessary for the preservation
219	219	of the public peace, health or safety, an eme rgency is hereby
220	220	declared to exist, by reason whereof this act shall take effect and
221	221	be in full force from and after its passage and approval.
