52	41		2021, Section 509.11, which relates to equal access
53	42		to employees of a school district; and prohibiting a
54	43		school district from requiring or coercing school
55	44		district employees to take certain actions,
56	45		distributing certain communications or solicitations,
57	46		and permitting access to or use of certain activities

63	52		BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
64	53		SECTION 1. AMENDATORY 70 O.S. 2021, Section 509.11, is
65	54		amended to read as follows:
66	55		Section 509.11. A. No school district, employee of a school
67	56		district, or employee organization shall deny by any mea ns,
68	57		including a collective bargaining agreement, a statewide
69	58		professional educators ’ association equal access to employees of the
	59	+	school district, to the same extent that access is granted to other
	60	+	educators’ associations. For purposes of this section, ac cess shall
	61	+	include, but is not limited to:
	62	+	1. Setting up informational tables at in -service or other
	63	+	similar teacher meetings;

97		-	school district, to the same extent that access is granted to other
98		-	educators’ associations. For purposes of this section , access shall
99		-	include, but is not limited to:
100		-	1. Setting up informational tables at in -service or other
101		-	similar teacher meetings;
102	90		2. Speaking at in-service or other similar teacher meetings;
103	91		3. Distributing information in school mail boxes or through the
104	92		school e-mail system;
105	93		4. Utilizing school district meeting rooms during nonworking
106	94		hours;
107	95		5. Representing employees in employment matters, when requested
108	96		by the employee;
109	97		6. Posting information on school district bulletin bo ards; and
110	98		7. Utilizing school district printing services.
111	99		B. Any association which utilizes school district facilities or
112	100		services shall reimburse the district for any costs incurred by the
113	101		district.
114	102		C. A school district is prohibited from:
115		-	1. Requiring or coercing ~~public~~ employees to meet, ~~communicate,~~
116		-	listen to, or otherwise interact with an employee ~~organization or~~
117		-	~~other membership~~ association;

	104	+	communicate, listen to, or otherwise interact with an employee
	105	+	organization or statewide professional educators ’ association;
118	106		2. Distributing communications or membership solicitations on
119		-	behalf of any employee organization or other membership association;

	107	+	behalf of an employee organization or statewide professional
	108	+	educators’ association; and
	109	+	3. Permitting an employee organization or statewide
	110	+	professional educators ’ association access to or use of the school
	111	+	district’s meetings, events, facilities, communications systems,
	112	+	computer systems, equipment, s upplies, or other resources on terms
	113	+	more favorable than extended to any other employee organization or
