107+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
108+SECTION 1. AMENDATORY Section 1, Chapter 281, O.S.L.
109+2023 (70 O.S. Supp. 2023, Section 5 -148.1), is amended to read as
110+follows:
111+Section 5-148.1. A. The State Department of Education shall
112+establish and maintain a three-year pilot program known as the
113+School Resource Officer Program.
114+B. School resource officers emp loyed or contracted by sc hool
115+districts participating in the School Resource Officer Program shall
116+successfully complete law enforcement active shooter emergency
117+response training given by the Council on Law E nforcement Education
118+and Training (CLEET) and a pproved by the Oklahoma Department of
119+Public Safety.
120+C. For purposes of this section, “school resource officer”
121+means 1. A school district participating in the School Resource
122+Officer Program shall give first pr iority to employing or
123+contracting with a law enforcement officer with sworn authority and
124+training in school-based law enforcement and crisis response who is
125+assigned by an employing law enforcement ag ency to work
126+collaboratively with one o r more schools using community-oriented
127+policing concepts.

154+2. If a law enforcement agency that serves the area in which a
155+school district is located is unwilling or unable to pr ovide a law
156+enforcement officer described in paragraph 1 of this subsection , a
157+participating school district may employ or contract with a retired
158+law enforcement officer or a n armed security guard who is licens ed
159+pursuant to the Oklahoma Security Guard a nd Private Investigator
160+Act. The law enforcement agency that serves the area in which the
161+school district is located shall preauthorize any individual
162+employed or contracted with un der this paragraph. The school shall
163+require a background check on the individual. The law enforcement
164+agency that serves the area in whic h the school district is located
165+shall allow an authorized individual employed or contracted with the
166+school district access to the preauthorizing ag ency's radio system,
167+pursuant to this paragraph , and a police band radio system which may
168+be used by the individual in the performance of his or her duties to
169+be paid for by the em ploying district. A school district may use
170+funds from the School Security R evolving Fund created pursuant to
171+Section 5-148.2 of this title to cover the cost of the radio s ystem.
172+SECTION 2. This act shall become effective July 1, 2024.
173+SECTION 3. It being immediately necessary for the preservation
174+of the public peace, health, or safety, an emergency is hereby
175+declared to exist, by reason whereof this act shall take effect and
176+be in full force from and after its passage and app roval."
