3966 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3230.1, is

4268 Section 3230.1. A. There is hereby created the Oklahoma

4470 (EPSCoR) Advisory Committee to the Ok lahoma State Regents for Higher

4598 Education. The Committee shall be advisory in nature and shall
4699 provide recommendations on EPSCoR programs to the State Regents,

50101 requirements for EPSCoR initiatives .

52102 B. The purpose of the Committee shall be, through a partnership
53103 of higher education institutions, inde pendent research entities,
54104 industry, and state government, to enhance scientific and
55105 engineering research and development conducted at universities
56106 higher education institutions in the this state and thereby to
57107 enhance the success of Oklahoma researchers i n federal award
58108 competitions.

60109 SECTION 2. AMENDATORY 70 O.S. 2021, Section 3230.2, is
61110 amended to read as follows:

63111 Section 3230.2. A. The Oklahoma State Regents for Higher
64112 Education shall appoint members to the Oklahoma EPSCoR Adv isory
65113 Committee that may include:

67114 1. Representatives of the state ’s universities and colleges
68115 higher education institutions ;

70116 2. Representatives of pr ivate research entities located in
71117 Oklahoma;

73118 3. Representatives of private business;

75119 4. Residents of Oklahoma this state whose contribution will
76120 enhance the goals of the Committee ; and

97159 C. The State Regents shall ensure that the membership of the
98160 Committee complies with requirements and guidelines of the

101162 D. Members of the Committee shall not receive compensation for
102163 serving on the Committee , but may receive travel reimbursement as
103164 follows:

105165 1. Legislative members of the Committee may be reimbursed for
106166 their necessary travel expenses incurred in the performance of their
107167 duties in accordance with Section 456 of Title 74 of the Oklahoma
108168 Statutes from the legislative body in which they serve;

110169 2. State agency employees wh o are members of the Committee
111170 shall be reimbursed for travel expenses incurred in the performance

116201 expenses incurred in the performance of their duties by the Oklahoma

120204 SECTION 3. AMENDATORY 70 O.S. 2021, Section 3230.3, is

123206 Section 3230.3. A. The Oklahoma EPSCoR Advisory Committee
124207 shall recommend to the Ok lahoma State Regents for Higher Education
125208 EPSCoR research projects requiring state matching funds and other
126209 research and systemic initiatives as reques ted by the State Regents.

175269 of its activities for the preceding year to the Oklahoma State
176270 Regents for Higher Education by July 1, each year, or by anot her
177271 date as determined by the chair of the Committee .
