37105 1. “Record” means all documents including, but not limited to,
38106 any book, paper, photograph, microfilm, data files created by or
39107 used with computer software, computer tape, disk, record, sound
40108 recording, film recording, video record or other material regardless
41109 of physical form or characteristic, created by, received by, under
42110 the authority of, or coming into the custody, control o r possession
43111 of public officials, public bodies or their r epresentatives in
44112 connection with the transaction of public busin ess, the expenditure
45113 of public funds or the administering of public property . Record
46114 shall also mean applications and other documents related to

59249 2. “Public body” shall include, but not be limited to, any
60250 office, department, board, bureau, commission, a gency, trusteeship,
61251 authority, council, committee, trust or any entity creat ed by a
62252 trust, county, city, village, town, township, district, s chool
63253 district, fair board, cour t, executive office, advisory group, task
64254 force, study group or any subdivision the reof, supported in whole or
65255 in part by public funds or entrust ed with the expenditure of public
66256 funds or administering or operating public pr operty, and all
67257 committees, or subcommittees thereof . Except for the records
68258 required by Section 24A.4 of this tit le, public body does not mean
69259 judges, justices, the Council on Judicial Complaints, the
70260 Legislature or legislators. Public body shall not include an
71261 organization that is exempt from federal inc ome tax under Section
72262 501(c)(3) of the Internal Revenue Code o f 1986, as amended, and
73263 whose sole beneficiary is a college or university, or an affiliated
74264 entity of the college or university, that is a member of The
75265 Oklahoma State System of Higher Education . Such organization shall
76266 not receive direct appropriations f rom the Oklahoma Legislature.
77267 The following persons shall not be eligible to serve as a voting
78268 member of the governing board of the organization:
