NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 1-126 of Title 70, unless there is created a duplication in numb ering, reads as follows: A. The State Board of Education shall establish a two-year pilot program to provide grants to public school districts to provide child care for children of sch ool district employees. A grant may be used to: 1. Establish an on-site child care facility licensed pursuant to the Oklahoma Child Care Facilities L icensing Act for children of school district employees that is located on school district property; 2. Contract with a child care facility licensed pursuant to the Oklahoma Child Care Facilities Licensing Act to provide child care for school district employees; or Req. Provide school district employees with stipends to help cover a portion of child care-related expenses for children of school district employees. B. The State Board of Education shall establish criteria for awarding grants which shall include but not be limited to the following factors: 1. The availability of licensed child care faciliti es in the school district; and 2. The need for child care resources among schoo l district employees. C. A public school district seeking to participate in the pilot program shall apply to the State Board of Education for a grant in the manner and on a form prescribed by the Board. D. The State Board of Education shall ensure that p ilot program grants are given to a representative sample of Oklahoma school districts, which shall include: 1. A school district with an average daily membership (ADM) o f more than two thousand five hundred (2,500) students ; 2. A school distric t with an ADM of two thousand five hund red (2,500) students or less; 3. A school district with an ADM of one thousand (1,000) students or less; and 4. Two (2) years after implementation of the pilot program, school districts that rece ive pilot program grants p ursuant to this section shall provide a report to the State Board of Education that includes an itemized accounting of how grant funds were spent, an evaluation of the program by school district employees who were provided child care through the grant prog ram, data on whether the program had an impact on recruitment and retention of teachers and support personnel, and recommendations, if any, for future program operations. SECTION 2. This act shall become effective Jul y 1, 2023. SECTION 3. It being immediately necessary for the preservation of the public peace, health , or safety, an emergency is hereby declared to exist, by reason wher eof this act shall take effect and be in full force from and after it s passage and approval. 59-1-1852 EB 3/1/2023 5:07:09 PM
