44	51		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
45	52		SECTION 1. NEW LAW A new section of law to be codified
46	53		in the Oklahoma Statutes as Section 1-126 of Title 70, unless there
47	54		is created a duplication in numb ering, reads as follows:
48	55		A. The State Board of Education shall establish a two-year
49	56		pilot program to provide grants to public school districts to
50		-	provide child care for children of sch ool district employees. The
51		-	State Board of Education shall collaborate with the Department of
52		-	Human Services to provide guidance and technical support to school
53		-	districts awarded grants. A grant may be used to:

	58	+	grant may be used to:
54	59		1. Establish an on-site child care facility licensed pursuant
55	60		to the Oklahoma Child Care Facilities Licensing Act for children of
56	61		school district employees that is located on school district

84	90		2. Contract with a child care facility licensed pursuant to the
85	91		Oklahoma Child Care Facilities Licensing Act to provide child care
86	92		for school district employees; or
87	93		3. Provide school district employees with stipends to help
88	94		cover a portion of child care-related expenses for children of
89	95		school district employees.
90	96		B. The State Board of Education shall establish criteria for
91	97		awarding grants which shall include but not be limited to the
92	98		following factors:
93	99		1. The availability of licensed child care faciliti es in the
94	100		school district; and
95	101		2. The need for child care resources among schoo l district
96	102		employees.
97	103		C. A public school district seeking to participate in the pilot
98	104		program shall apply to the State Board of Education for a grant in
99	105		the manner and on a form prescribed by the Board.
100	106		D. The State Board of Education shall ensure that p ilot program
101	107		grants are given to a representative sample of Oklahoma school
102	108		districts, which shall include:
103	109		1. A school district with an average daily membership (ADM) o f
104	110		more than two thousand five hundred (2,500) students ;
105	111		2. A school distric t with an ADM of two thousand five hund red
106	112		(2,500) students or less;

133	140		3. A school district with an ADM of one thousand (1,000)
134	141		students or less; and
135	142		4. A technology center school site.
136	143		E. Two (2) years after implementation of the pilot program,
137	144		school districts that rece ive pilot program grants p ursuant to this
138	145		section shall provide a report to the State Board of Education that
139	146		includes an itemized accounting of how grant funds were spent, an
140	147		evaluation of the program by school district employees who were
141	148		provided child care through the grant prog ram, data on whether the
142	149		program had an impact on recruitment and retention of teachers and
143	150		support personnel, and recommendations, if any, for future program
144	151		operations.
145	152		SECTION 2. This act shall become effective Jul y 1, 2023.
146	153		SECTION 3. It being immediately necessary for the preservation
147	154		of the public peace, health , or safety, an emergency is hereby
148	155		declared to exist, by reason wher eof this act shall take effect and
149	156		be in full force from and after it s passage and approval.
