AS INTRODUCED 
 
An Act relating to conduct of elections; defining 
terms; prohibiting certain voting systems; providing 
for codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 7-140 of Title 26, unless there 
is created a duplicatio n in numbering, reads as follows: 
A.  As used in this section: 
1.  “Instant runoff voting” means any voting system in which a 
voter ranks candidates in a sequence from first, second, third, and 
onward to determine which candidates advance to a general elec tion; 
and 
2.  “Ranked choice voting, ranked voting, proportional ranked 
voting, or preferential voting” means any voting system in which a 
voter ranks candidates in a sequence from first, second, third, and 
onward on a ballot to determine a winning candida te.

B.  No election conducted by the State Election Board, a county 
election board, or any entity authorized to conduct elections in 
this state shall use ranked choice voting, ranked voting , 
proportional ranked voting, preferential voting, or instant runof f 
voting. 
SECTION 2.  This act shall become effective November 1, 2024.
