47	42		finance; removing language relating to the Santa
48	43		Clause Commission; repealing 10 O.S. 2021, Sections
49	44		361, 362, and 363, which relate to the Santa Clause

55	50		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
56	51		SECTION 1. AMENDATORY 62 O.S. 2021, Section 155, as
57	52		amended by Section 34, Chapter 29, O.S.L. 2023 (62 O.S. Supp. 2023,
58	53		Section 155), is amended to read as follows:
59	54		Section 155. A. There is hereby created in the State Treasury
60	55		a revolving fund for each of the following state boards,
61	56		commissions, and departments:
62	57		1. The Board of Governors of the Licensed Architects, Landscape
63	58		Architects and Registered Commercial Interior Designers of Oklahoma;
64	59		2. Oklahoma Funeral Board;
65	60		3. Board of Podiatric Medical Examiners;
	61	+	4. Board of Chiropractic Examiners;
	62	+	5. State Board of Medical Licensure and Supervision;

102	96		B. Each revolving fund shall consist of all monies received by
103	97		the boards, commissions, and departments, pursuant to statutory
104	98		authority, but not including appropriated funds. These revolving
105	99		funds shall be continuing funds, not subject to fiscal year
106	100		limitations, and shall be under the control and management of the
107	101		administrative authorities of the respective boards, commissions, or
108	102		departments.
109	103		C. Expenditures from the revolving funds shall be made pursuant
110	104		to the laws of the state and the statutes relating to the boards,
111	105		commissions, and departments, and without legislative appropriation.
112	106		Warrants for expenditures from the revolving funds shall be drawn by
113	107		the State Treasurer, based on claims signed by an authorized
114	108		employee or employees of the respective boards, commissions, or
115	109		departments and approved for payment by the Director of the Office
116	110		of Management and Enterprise Services.

144		-	SECTION 2. AMENDATORY 62 O.S. 2021, Section 203, is
145		-	amended to read as fo llows:
146	139		Section 203. A. Except as otherwise provided by subsection B
147	140		of this section, all monies that may come into the State Treasury,
148	141		pursuant to the provisions of Section 201 et seq. of this title,
149	142		together with all amounts that may be received by the State
150	143		Treasurer as investment income or as interest on average daily bank
151	144		balances, including investmen t income or interest on deposits from
152	145		funds deposited to the credit of the Constitutional Reserve Fund
153	146		created pursuant to Section 23 of Article X of the Oklahoma
154	147		Constitution, shall be apportioned and credited to the General
155	148		Revenue Fund for the current year.
156	149		B. The provisions of subsection A of this section shall not
157	150		apply to:
158	151		1. Interest received on deposits from funds under the control
159	152		of the Commissioners of the Land Office;
160	153		2. Funds in the Department of Human Services Federal
161	154		Disallowance Fund;
162	155		3. Interest received on deposits from funds under the control
163	156		of the Santa Claus Commission;
164	157		4. The Risk Management Revolving Fund;
165	158		5. 4. Investment income and interest received from funds in the
166	159		Quartz Mountain Revolving Fund from insura nce claims;

	161	+	the Drinking Water Treatment Loan Administrative Fund;

207	199		Equipment Revolving Fund, the High Priority State Bridge Revolving
208	200		Fund as created in Section 506 of Title 69 of the Oklahoma Statutes,
209	201		and the County Improvements for Roads and Bridges Fund as created in
210	202		Section 507 of Title 69 of the Oklahoma Statutes.
211	203		SECTION 3. REPEALER 10 O.S. 2021, S ections 361, 362, and
212	204		363, are hereby repealed.
213	205		SECTION 4. This act shall become effective November 1, 2024.
