5550 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5651 SECTION 1. AMENDATORY 62 O.S. 2021, Section 155, as
5752 amended by Section 34, Chapter 29, O.S.L. 2023 (62 O.S. Supp. 2023,
5853 Section 155), is amended to read as follows:
5954 Section 155. A. There is hereby created in the State Treasury
6055 a revolving fund for each of the following state boards,
6156 commissions, and departments:
6257 1. The Board of Governors of the Licensed Architects, Landscape
6358 Architects and Registered Commercial Interior Designers of Oklahoma;
6459 2. Oklahoma Funeral Board;
6560 3. Board of Podiatric Medical Examiners;
61+4. Board of Chiropractic Examiners;
62+5. State Board of Medical Licensure and Supervision;

10296 B. Each revolving fund shall consist of all monies received by
10397 the boards, commissions, and departments, pursuant to statutory
10498 authority, but not including appropriated funds. These revolving
10599 funds shall be continuing funds, not subject to fiscal year
106100 limitations, and shall be under the control and management of the
107101 administrative authorities of the respective boards, commissions, or
108102 departments.
109103 C. Expenditures from the revolving funds shall be made pursuant
110104 to the laws of the state and the statutes relating to the boards,
111105 commissions, and departments, and without legislative appropriation.
112106 Warrants for expenditures from the revolving funds shall be drawn by
113107 the State Treasurer, based on claims signed by an authorized
114108 employee or employees of the respective boards, commissions, or
115109 departments and approved for payment by the Director of the Office
116110 of Management and Enterprise Services.

144-SECTION 2. AMENDATORY 62 O.S. 2021, Section 203, is
145-amended to read as fo llows:
146139 Section 203. A. Except as otherwise provided by subsection B
147140 of this section, all monies that may come into the State Treasury,
148141 pursuant to the provisions of Section 201 et seq. of this title,
149142 together with all amounts that may be received by the State
150143 Treasurer as investment income or as interest on average daily bank
151144 balances, including investmen t income or interest on deposits from
152145 funds deposited to the credit of the Constitutional Reserve Fund
153146 created pursuant to Section 23 of Article X of the Oklahoma
154147 Constitution, shall be apportioned and credited to the General
155148 Revenue Fund for the current year.
156149 B. The provisions of subsection A of this section shall not
157150 apply to:
158151 1. Interest received on deposits from funds under the control
159152 of the Commissioners of the Land Office;
160153 2. Funds in the Department of Human Services Federal
161154 Disallowance Fund;
162155 3. Interest received on deposits from funds under the control
163156 of the Santa Claus Commission;
164157 4. The Risk Management Revolving Fund;
165158 5. 4. Investment income and interest received from funds in the
166159 Quartz Mountain Revolving Fund from insura nce claims;
160+6. 5. The Drinking Water Treatment Revolving Loan Account and
161+the Drinking Water Treatment Loan Administrative Fund;

208200 Fund as created in Section 506 of Title 69 of the Oklahoma Statutes,
209201 and the County Improvements for Roads and Bridges Fund as created in
210202 Section 507 of Title 69 of the Oklahoma Statutes.
211203 SECTION 3. REPEALER 10 O.S. 2021, S ections 361, 362, and
212204 363, are hereby repealed.
213205 SECTION 4. This act shall become effective November 1, 2024.
