An Act relating to memorial highway and bridge 
designations; designating the SSgt. Daniel Neil 
Fannin Memorial Bridge; designating the S gt. Frank A. 
Bennett Memorial Bridge; designating the Col. John L. 
Smith Medal of Honor Recipient Memorial Highway ; 
designating the Patrolman Joseph Barlow Memorial 
Bridge; designating the Sgt. Meagan Burke Memorial 
Bridge; designating the Senator Anthony M. Massad 
Memorial Highway; designating the Jim Potter Memorial 
Bridge; designating the Nelson F. Carr Memorial 
Bridge; designating the Manuel “Pop” and Mary Ruth 
Russell Memorial Highway; designating the Spc. Jaykob 
Ray Pruitt Memorial Bridge; designating the Captain 
Jeff Sewell Memorial Highway; designating the SP4 
Donald P. Sloat Medal of Honor Recipient Memorial 
Highway; providing for codification; and providing an

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.431 of T itle 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge on U.S. Highway 62 cross ing over Fourmile Branch east 
of Fort Gibson in Muskogee County shall be designated as the “SSgt. 
Daniel Neil Fannin Memorial Bridge ”.  The Department of 
Transportation shall cause suitable permanent markers bear ing that 
name to be placed on the bridge. 
SECTION 2.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.432 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge on U.S. Highway 270 in Holdenville which crosses over 
the railroad tracks east of the U.S. Highway 270 and State Highway 
48 junction in Hughes County shall be designated as the “Sgt. Frank 
A. Bennett Memorial Bridge ”.  The Department of Transportation shall 
cause suitable permanent markers beari ng that name to be placed on 
the bridge. 
SECTION 3.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statut es as Section 1698.433 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of U.S. Highway 77 beginning on the east side of the 
James C. Nance Bridge extending through the town of Lexington to the 
intersection of Moffatt Road in Cleveland County shall be designated 
as the “Col. John L. Smith Medal of Honor Recipient Memorial

Highway”.  The Department of Transportation shall cause suitable 
permanent markers bearing that name to be placed on the highway. 
SECTION 4.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.434 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge on U.S. Highway 75 crossing over State Highway 67 in 
Glenpool in Tulsa County shall be designated as the “Patrolman 
Joseph Barlow Memorial Bridge ”.  The Department of Transportation 
shall cause suitable permanent markers bearing that name to be 
placed on the bridge. 
SECTION 5.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.435 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge on Interstate 44 crossing over Southwest 44th Street 
in Oklahoma County shall be designated as the “Sgt. Meagan Burke 
Memorial Bridge”.  The Department of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
bridge. 
SECTION 6.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.436 of Title 69, unless 
there is created a duplication in numbering, rea ds as follows: 
The section of U.S. Highway 183 beginning at the intersection of 
E1820 Road extending north through the town of Frederick to th e 
intersection of Highview Avenue in Tillman County shall be

designated as the “Senator Anthony M. Massad Memorial Highway”.  The 
Department of Transportation shall cause suitable permanent markers 
bearing that name to be placed on the highway. 
SECTION 7.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.437 o f Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge over Red Rock Creek on State Highway 15 east of U .S. 
Highway 77 in Noble County shall be designated as the “Jim Potter 
Memorial Bridge”.  The Department of Transpo rtation shall cause 
suitable permanent markers bearing that name to be placed on the 
bridge. 
SECTION 8.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.438 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge over the Caney River on State Highway 123 in 
Bartlesville in Washington County shall be designated as the “Nelson 
F. Carr Memorial Bridge ”.  The Department of Transportation shall 
cause suitable perman ent markers bearing that name to be placed on 
the bridge. 
SECTION 9.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.439 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of U.S. Highway 70 beginning at Magnolia Street 
extending northeasterly to the intersection of Brody ’s Way and U.S.

Highway 70 in Bryan County shall be designated as the “Manuel “Pop” 
and Mary Ruth Russell Memorial Highway ”.  The Department of 
Transportation shall cause suitable permanent markers bearing that 
name to be placed on the highway. 
SECTION 10.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.440 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge on U.S. Highway 70 crossing over Bokchito Creek in 
Bryan County shall be designated as the “Spc. Jaykob Ray Pruitt 
Memorial Bridge”.  The Department of Transportation shall cause 
suitable permanent markers bearing that name to be placed on the 
bridge. 
SECTION 11.     NEW LAW     A new section of law to be codi fied 
in the Oklahoma Statutes as Section 1698.441 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of U.S. Highway 69 beginning at E2000 Road in Bryan 
County extending northeasterly to the intersection of South Caddo 
Highway in Atoka County shall be designated as the “Captain Jeff 
Sewell Memorial Highway ”.  The Department of Transportation shall 
cause suitable permanent markers bearing that name to be placed on 
the highway. 
SECTION 12.     NEW LAW    A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.442 of Title 69, unless 
there is created a duplication in numbering, reads as follows:

The section of State Highway 51B beginning at the intersection 
of State Highway 72 exte nding southeasterly to the intersection of 
East 161st Street South in Wagoner County shall be designated as the 
“SP4 Donald P. Sloat Medal of Honor Recipient Memorial Highway ”.  
The Department of Transportation shall cause suitable permanent 
markers bearing that name to be placed on the highway. 
SECTION 13.  This act shall become effective November 1, 2 024.
