7979 BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
8080 SECTION 1. AMENDATORY 74 O.S. 2021, Section 51.2d, as
8181 amended by Section 7, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2023,
8282 Section 51.2d), is amended to read as follows:
8383 Section 51.2d. A. Upon July 1, 2013, the Oklahoma Department
8484 of Emergency Management shall designate a function of its agency as
8585 the “Oklahoma School Security Institute ”.
8686 B. The Oklahoma School S ecurity Institute shall act as the
8787 central repository for the public and private elementary and
8888 secondary schools of this st ate to contact for information on
8989 resources made available to the schools in thei r efforts to enhance

142142 The goals and objecti ves of the Oklahoma School Security Insti tute
143143 shall include, but no t be limited to:
144144 1. Maximizing school security train ing and support to public
145145 and private elementary and s econdary schools as auth orized pursuant
146146 to Section 51.2b of this title;
147147 2. Assisting and coordinating with public and private
148148 elementary and secondary school administr ators as required in the
149149 development and implementation of safety drills;
150150 3. Facilitating efforts of public a nd private elementary and
151151 secondary schools to utilize any availabl e programs or entities
152152 specializing in security issues; and
153153 4. Creating and coordinating any working group s when necessary
154154 in order to continue developing and impleme nting new strategies and
155155 techniques for future r ecommendations on school security issues.
156156 C. The Oklahoma School Security Institute may develop a
157157 telephone tip line wh ereby reports of activity th at may compromise
158158 school safety can be called in and disseminated to the appropr iate
159159 parties for additional investigation should it be warranted.
160160 D. The Oklahoma School Security Institute shall develop and
161161 publish on its website school mapping guidelines for public and
162162 private schools in this state. If a public or private school
163163 chooses to map its campus, the school shall use the guidelines
164164 provided in this subsection to provide mapping da ta to the

216216 Department of Public Safety and local law enforcement for use in
217217 responding to emergencies and conducting drills. Such mapping data
218218 guidelines shall:
219219 1. Be compatible with software platforms used by local, county,
220220 state, and federal public safety agencies that provide emergency
221221 services to the specific school for which the data is provided
222222 without requiring such agencies to pur chase additional software or
223223 pay a fee to view or access the data;
224224 2. Be compatible with security software platforms in use by the
225225 specific school for which the data is provided without requiring the
226226 school to purchase additional software or pay a fee to view or
227227 access the data;
228228 3. Be available in a printable format and a digital file format
229229 that can be integrated into interactive mobile platforms;
230230 4. Be verified for accuracy by a walk -through of the school
231231 buildings and grounds ;
232232 5. Be oriented toward t rue north;
233233 6. Be oriented on current aer ial imagery;
234234 7. Contain site-specific labeling that matc hes the structure of
235235 school buildings, including room labels, hallway names, and external
236236 door or stairwell numbers and locations of hazards, critical utility
237237 locations, key boxes, automated external defibrillators, and trauma

296296 platforms used by local, county, state, and federal public safety
297297 agencies that provide emergency services to the specific school.
298298 SECTION 2. This act shall become effective November 1, 2024.
