AS INTRODUCED 
 
An Act relating to the Oklahoma Homeland Security 
Act; amending 74 O.S. 2021, Section 51.2d, as amended 
by Section 7, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 
2023, Section 51.2d) , which relates to the Oklahoma 
School Security Institute ; requiring the creation and 
publication of school mapping guidelines for the 
purposes of emergency responses and drills; 
establishing certain criteria; and pr oviding an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA: 
SECTION 1.     AMENDATORY     74 O.S. 2021, Section 51.2d, as 
amended by Section 7, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2023, 
Section 51.2d), is amended to read as follows: 
Section 51.2d. A.  Upon July 1, 2013, the Oklahoma Department 
of Emergency Management shall designate a function of its agency as 
the “Oklahoma School Security Institute ”. 
B.  The Oklahoma School S ecurity Institute shall act as the 
central repository for the public and private elementary and 
secondary schools of this st ate to contact for information on 
resources made available to the schools in thei r efforts to enhance

school security and assess ris ks and threats to school campuses.  
The goals and objecti ves of the Oklahoma School Security Insti tute 
shall include, but no t be limited to: 
1.  Maximizing school security train ing and support to public 
and private elementary and s econdary schools as auth orized pursuant 
to Section 51.2b of this title; 
2.  Assisting and coordinating with public and private 
elementary and secondary school administr ators as required in the 
development and implementation of safety drills; 
3.  Facilitating efforts of public a nd private elementary and 
secondary schools to utilize any availabl e programs or entities 
specializing in security issues; and 
4.  Creating and coordinating any working group s when necessary 
in order to continue developing and impleme nting new strategies and 
techniques for future r ecommendations on school security issues. 
C.  The Oklahoma School Security Institute may develop a 
telephone tip line wh ereby reports of activity th at may compromise 
school safety can be called in and disseminated to the appropr iate 
parties for additional investigation should it be warranted. 
D.  The Oklahoma School Security Institute shall develop and 
publish on its website school mapping guidelines for public and 
private schools in this state.  If a public or private school 
chooses to map its campus, the school shall use the guidelines 
provided in this subsection to provide mapping da ta to the

Department of Public Safety and local law enforcement for use in 
responding to emergencies and conducting drills.  Such mapping data 
guidelines shall: 
1.  Be compatible with software platforms used by local, county, 
state, and federal public safety agencies that provide emergency 
services to the specific school for which the data is provided 
without requiring such agencies to pur chase additional software or 
pay a fee to view or access the data; 
2.  Be compatible with security software platforms in use by the 
specific school for which the data is provided without requiring the 
school to purchase additional software or pay a fee to view or 
access the data; 
3.  Be available in a printable format and a digital file format 
that can be integrated into interactive mobile platforms; 
4.  Be verified for accuracy by a walk -through of the school 
buildings and grounds ; 
5.  Be oriented toward t rue north; 
6.  Be oriented on current aer ial imagery; 
7.  Contain site-specific labeling that matc hes the structure of 
school buildings, including room labels, hallway names, and external 
door or stairwell numbers and locations of hazards, critical utility 
locations, key boxes, automated external defibrillators, and trauma 
kits;

8.  Contain site-specific labeling that matches the school 
grounds, including parking areas, athletic fields, surrounding 
roads, and neighboring properties; 
9.  Be overlaid with gri dded x and y coordinates; and 
10.  Not be modified or updated independently without 
corresponding updates to school mapping data within software 
platforms used by local, county, state, and federal public safety 
agencies that provide emergency services to the specific school. 
SECTION 2.  This act shall become effective November 1, 2024.
