7979 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8080 SECTION 1. NEW LAW A new section of law to be codified
8181 in the Oklahoma Statutes as Section 1-126 of Title 70, unless there
8282 is created a duplica tion in numbering, reads as follows:
8383 A. Upon request as provided for in this section , the State
8484 Department of Education shall prepare a parental rights impact
8585 statement for any bill filed in the Senate or House of
8686 Representatives that proposes changes to the rights of parents or
8787 legal guardians over students enrolled in a public sch ool district
8888 or public charter school . The statement required by this subsection
8989 shall include a determination regarding whether the bill will

141141 remove, diminish, or expand the rights of parents or legal guardians
142142 or whether such rights will not be affected.
143143 B. 1. The chairs of the committee s with responsibility over
144144 common education in the Senate and the House of Representatives to
145145 which a bill that meets the criteria of subsection A of this section
146146 is assigned shall determine whether to request a parenta l rights
147147 impact statement.
148148 2. The State Department of Education shall p repare and file a
149149 parental rights impact statement with the requesting chair of the
150150 committee to which th e bill is referred. The statement shall be
151151 filed prior to the deadline for bills to be considered by a
152152 committee in the legislative house of origin.
153153 C. The parental rights impact statement filed pursuant to
154154 subsection B of this section shall be posted on the legislative
155155 house of origin’s website where information for legislation is
156156 posted.
157157 SECTION 2. This act shall become effective July 1, 2024.
158158 SECTION 3. It being immediately necessary for the preservation
159159 of the public peace, health, or safety, an emergency is hereby
160160 declared to exist, by reason whereof thi s act shall take effect and
161161 be in full force from and after its passage and approval.
