79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new section of law to be codified
81	81	in the Oklahoma Statutes as Section 1-126 of Title 70, unless there
82	82	is created a duplica tion in numbering, reads as follows:
83	83	A. Upon request as provided for in this section , the State
84	84	Department of Education shall prepare a parental rights impact
85	85	statement for any bill filed in the Senate or House of
86	86	Representatives that proposes changes to the rights of parents or
87	87	legal guardians over students enrolled in a public sch ool district
88	88	or public charter school . The statement required by this subsection
89	89	shall include a determination regarding whether the bill will

141	141	remove, diminish, or expand the rights of parents or legal guardians
142	142	or whether such rights will not be affected.
143	143	B. 1. The chairs of the committee s with responsibility over
144	144	common education in the Senate and the House of Representatives to
145	145	which a bill that meets the criteria of subsection A of this section
146	146	is assigned shall determine whether to request a parenta l rights
147	147	impact statement.
148	148	2. The State Department of Education shall p repare and file a
149	149	parental rights impact statement with the requesting chair of the
150	150	committee to which th e bill is referred. The statement shall be
151	151	filed prior to the deadline for bills to be considered by a
152	152	committee in the legislative house of origin.
153	153	C. The parental rights impact statement filed pursuant to
154	154	subsection B of this section shall be posted on the legislative
155	155	house of origin’s website where information for legislation is
156	156	posted.
157	157	SECTION 2. This act shall become effective July 1, 2024.
158	158	SECTION 3. It being immediately necessary for the preservation
159	159	of the public peace, health, or safety, an emergency is hereby
160	160	declared to exist, by reason whereof thi s act shall take effect and
161	161	be in full force from and after its passage and approval.
