AS INTRODUCED 
 
An Act relating to the State Department of Education; 
directing the Department to prepare parental rights 
impact statements for certain bills; providing 
contents of statement; providing process for 
requesting statements; providing for filing of 
statements by certain deadline; requiring posting of 
statement on certain website; providing for 
codification; providing an effective date; and 
declaring an emergency . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1-126 of Title 70, unless there 
is created a duplica tion in numbering, reads as follows: 
A.  Upon request as provided for in this section , the State 
Department of Education shall prepare a parental rights impact 
statement for any bill filed in the Senate or House of 
Representatives that proposes changes to the rights of parents or 
legal guardians over students enrolled in a public sch ool district 
or public charter school . The statement required by this subsection 
shall include a determination regarding whether the bill will

remove, diminish, or expand the rights of parents or legal guardians 
or whether such rights will not be affected. 
B.  1.  The chairs of the committee s with responsibility over 
common education in the Senate and the House of Representatives to 
which a bill that meets the criteria of subsection A of this section 
is assigned shall determine whether to request a parenta l rights 
impact statement. 
2.  The State Department of Education shall p repare and file a 
parental rights impact statement with the requesting chair of the 
committee to which th e bill is referred.  The statement shall be 
filed prior to the deadline for bills to be considered by a 
committee in the legislative house of origin. 
C.  The parental rights impact statement filed pursuant to 
subsection B of this section shall be posted on the legislative 
house of origin’s website where information for legislation is 
posted. 
SECTION 2.  This act shall become effective July 1, 2024. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health, or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
