SENATE BILL 1887 	By: Bullard 
 
 
 
 
 
AS INTRODUCED 
 
An Act relating to prevention and control of disease; 
prohibiting public entities and contractors from 
requiring wearing of mask or face covering; 
prohibiting certain discrimination; providing 
exceptions; providing for codification; and declaring 
an emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Sec tion 1-502.5 of Title 63, unless 
there is created a duplication in numbering, reads as follows: 
A.  It shall be unlawful for any federal or state agency, any 
political subdivision, or any business under contract with a federal 
or state agency or political subdivision to: 
1.  Require any resident of this state to wear a mask or face 
covering; or 
2. Discriminate against any resident of this state due to such 
resident’s refusal to wear a mask or face covering . 
B.  This section shall not apply to : 
1.  Public or private health care or long-term care settings;

2.  Law enforcement officers, firefighters, emergency medical 
personnel, or emergency response personnel ; or 
3.  Service members of the United States Armed Forces. 
SECTION 2.  It being immediate ly necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason wh ereof this act shall take effect and 
be in full force from and after its passa ge and approval.
