32	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

34	62		SECTION 1. AMENDATORY 47 O.S. 2021, Section 1135.5, as
35	63		last amended by Section 11, Chapter 47, 1st Extraordinary Session,
36	64		O.S.L. 2023 (47 O.S. Supp. 2023, Section 1135.5), is amended to read
37	65		as follows:

39	66		Section 1135.5. A. Service Oklahoma is hereby authorized to
40	67		design and issue appropriate official special license pl ates to

41	95		persons wishing to demonstrate support and provide financial
42	96		assistance as provided by this section.

44	97		Special license plates shall not be transf erred to any other
45	98		person but shall be removed from the vehicle upon transfer of
46	99		ownership and retained. The special license plate may then be used
47		-

49	100		on another vehicle but only after such other vehicle has been
50	101		registered for the current year with a licens ed operator.
51		-
52	102		Special license plates shall be renewed each year by Service
53	103		Oklahoma or a licensed operator , unless authorized by Service
54	104		Oklahoma to be renewed for a period greater than one (1) year.
55	105		Service Oklahoma shall notify by mail all persons issued special
56	106		license plates. The notice shall contain all necessary information
57	107		and shall contain instructio ns for the renewal procedure upon
58	108		presentation to a licensed operator or Service Oklahoma. The
59	109		license plates shall be issued on a staggered system.
60		-
61	110		Service Oklahoma is hereby directed to develop and implement a
62	111		system whereby licensed operators are permi tted to accept
63	112		applications for special license plates authorized under this
64	113		section. The licensed operator shall confirm the applicant’s
65	114		eligibility, if applicable, collect and deposit any amount
66	115		specifically authorized by law, accept and process the nec essary
67	116		information directly into such system and generate a receipt
68	117		accordingly. For performance of these duties, licensed operators
69	118		shall retain the fee provided in Section 1141.1 of this title for

70	146		registration of a motor vehicle through June 30, 2025. Through June
71	147		30, 2025, the licensed operator fees for acceptance of applications
72	148		and renewals shall be paid out of the Service Oklahoma Reimbursement
73	149		Fund. Beginning July 1, 2023, fees shall be retained by the
74	150		licensed operator pursuant to subsection E of Section 1141.1 of this
75	151		title.

77	152		If fewer than one hundred of any type of special license plates
78	153		authorized prior to January 1, 2004, are issued prior to January 1,
79	154		2006, Service Oklahoma shall discontinue issuance and renewal of
80	155		that type of special license plate. Any such authorized special
81	156		license plate registrant shall be allowed to display the license
82	157		plate upon the designated vehicle until the regis tration expiration
83	158		date. After such time the expired special license plate shall be
84	159		removed from the veh icle.

86	160		For special license plates authorized on or after July 1, 2004,
87	161		no special license plates shall be developed or issued by Service
88	162		Oklahoma until Service Oklahoma receives one hundred prepaid
89	163		applications therefor. The prepaid applications must be re ceived by
90	164		Service Oklahoma within one hundred eighty (180) days of the

93	165		effective date of the authorization or the authority to issue shall
94	166		be null and void. In the event one hundred prepaid applications are
95	167		not received by Service Oklahoma within such pre scribed time period
96	168		any payment so received shall be refunded accordingly.

98	196		B. The special license plates provided by this section are as
99	197		follows:

101	198		1. University or College Supporter License Plate - such plates
102	199		shall be designed and issued to any person wi shing to demonstrate
103	200		support to any state -supported or private university or college. As
104	201		provided in this section, an amount of the fee collected shal l be
105	202		apportioned as provided in Section 1104.1 of this title;

107	203		2. Environmental Awareness License Plate - such plates shall be
108	204		designed, subject to the criteria to be presented to Service
109	205		Oklahoma by the Department of Environmental Quality in consultation
110	206		with the Oklahoma Arts Council, and issued to any person wishing to
111	207		demonstrate support to implement the statewide general public
112	208		Environmental Education Program created pursuant to the provisions
113	209		of the Oklahoma Environmental Quality Code. Such plates sh all be
114	210		designed and issued to any person in any combination of numbers and
115	211		letters from one to a maximum of seven, as for personalized license
116	212		plates. A dealer’s license plate issued pursuant to Section 1116.1
117	213		or 1128 of this title may be designated an En vironmental Awareness
118	214		License Plate upon payment of the fee imposed by this section and
119	215		any other registration fees required by the Oklahoma Vehicle License
120	216		and Registration Act. As provided in this section, an amount of the
121	217		fee collected shall be apporti oned pursuant to Section 1104.2 of
122	218		this title;

124	246		3. Firefighter License Plate - such plates shall be desig ned
125	247		for any career or retired firefighter, volunteer or paid.
126	248		Firefighters may apply for firefighter plates for up to four
127	249		vehicles with a rated capac ity of one (1) ton or less or for a
128	250		motorcycle upon proof of a fire department membership by either an
129	251		identification card or letter from the chief of the fire department.
130	252		Retirees who are eligible for such plates shall provide proof of
131	253		eligibility upon initial application, but shall not be required t o
132	254		provide proof of eligibility annually. The surviving sp ouse of any
133	255		deceased firefighter, if the spouse has not since remarried, may
134	256		apply for a firefighter license plate for one vehicle with a rated
135		-

137	257		carrying capacity of one (1) ton or less or for a motorcycle upon
138	258		proof that the deceased firefighter was a memb er of a fire
139	259		department by either an identification card or letter from the chief
140	260		of the fire department. The license plate shall be designed in
141	261		consultation with the Oklahoma State Firefighters As sociation.

143	262		As provided in this section, an amount of the f ee collected
144	263		shall be deposited to the Oklahoma State Firemen’s Museum Building &
145	264		Memorial Fund for support of the Oklahoma State Firefighters Museum
146	265		and the Oklahoma Fallen and Living Firefighters Memorial;

148	266		4. Wildlife Conservation License Plate - such plates shall be
149	267		designed, subject to the criteria to be presented to Service
150	268		Oklahoma by the Department of Wildlife Conservation in consultation
151	269		with the Oklahoma Arts Council, and issued to any person wishing to

158	302		shall be apportioned pursuant to subsection D of Section 3 -310 of
159	303		Title 29 of the Oklahoma Statutes;

161	304		5. Child Abuse Prevention License Plate - such plates shall be
162	305		designed, subject to the criteria to be presented to Service
163	306		Oklahoma by the Office of Child Abuse Prevention in the State
164	307		Department of Health and the Child Abuse Prevention Action
165	308		Committee, and issued to any person wishing t o demonstrate support
166	309		for the prevention of child abuse.

168	310		As provided in this section, an amount of the fe e collected
169	311		shall be deposited in the Child Abuse Prevention Fund;

171	312		6. United States Olympic and Paralympic Committee Supporter
172	313		License Plate - such plates shall be designed and issued to any
173	314		person wishing to demonstrate support for the United States Olym pic
174	315		and Paralympic Committee. The plates shall be issued to any person
175	316		in any combination of numbers and letters from one to a maximum of
176	317		seven, as for personalized license plates. The plate shall contain
177	318		the official United States Olympic and Paralympic Committee logo.
178	319		Service Oklahoma shall be authorized, if necessar y, to enter into a

188	353		7. Oklahoma History License Plate - such plates shall be
189	354		designed and issued to any person wishing to demonstrate interest in
190	355		Oklahoma history. As provided in this section, an amount of the fee
191	356		collected shall be deposited to the Oklahoma Hi storical Society
192	357		Revolving Fund to be used for educational purposes;

194	358		8. Historic Route 66 License Plate - such:
195		-
196	359		a. vehicle plates shall be designed to honor historic
197	360		Route 66, also known as the “Mother Road”. As
198	361		provided in this section, an amount of the fee
199	362		collected for each vehicle license plate shall be
200	363		apportioned to the Oklahoma Historical Society
201	364		Revolving Fund to be distributed to the Oklahoma Route
202	365		66 Museum located in Clinton, Oklahoma, and
203		-
204	366		b. motorcycle plates shall be designed in consultation
205	367		with the Oklahoma Route 66 Association, Inc. Service
206	368		Oklahoma shall be authorized to enter into a licens ing
207	369		agreement with the Oklahoma Route 66 Association,
208	370		Inc., for any licensing fees which may be required in
209	371		order to use the Oklahoma Route 66 Associat ion, Inc.,

215	403		9. Heart of the Heartland License Plate - such plates shall be
216	404		designed and issued to any person wishing to honor the victims of
217	405		the terrorist bombing at tack on the Alfred P. Murrah Federal
218	406		Building in downtown Oklahoma City on April 19, 1995. As provided
219	407		in this section, an amount of the fee collected shall be deposited
220	408		in the Heart of the Heartland Scholarship Fund, as established in
221	409		Section 2282 of Title 70 of the Oklahoma Statutes;

225	410		10. Emergency Medical Technician License Plate - such plates
226	411		shall be designed and issued to any person who is an emer gency
227	412		medical technician. Such persons may apply for an emergency medical
228	413		technician license plate for e ach vehicle with a rated carrying
229	414		capacity of one (1) ton or less upon proof of an emergency medical
230	415		technician’s license. The license plate shall be designed in
231	416		consultation with the Oklahoma Emergency Medical Technicians
232	417		Association. As provided in thi s section, an amount of the fee
233	418		collected shall be apportioned to the Emergency Medical Personnel
234	419		Death Benefit Revolving Fund created in Section 1 -2505.2 of Title 63
235	420		of the Oklahoma Statutes;

238	449		designed to demonstrate support for the prevention and treatment of
239	450		breast cancer in this state;

241	451		12. Crime Victims Awareness License Plate - such plates shall
242	452		be designed and issued to any person wishing to demonstrate
243	453		awareness of and support for victims of crimes. The license plates
244	454		shall be designed in consultation with the Crime Victims
245	455		Compensation Program. As provided in this section, an amount o f the
246	456		fee collected shall be apportioned to the Attorney General’s
247	457		Revolving Fund for the Office of the A ttorney General, which is
248	458		hereby directed to use such funds to contract with a statewide
249	459		nonprofit organization to provide services to crime victims;
250		-
251	460		13. Safe Kids Oklahoma License Plate - such plates shall be
252	461		designed and issued to any person wishing to demonstrate support and
253	462		awareness of the Safe Kids Oklahoma. The license plate shall be
254	463		designed in consultation with the Oklahoma Safe Kids Associati on.
255	464		As provided in this section, an amount of the fee collected shall be
256	465		deposited in the Children’s Hos pital - Oklahoma Safe Kids
257	466		Association Revolving Fund to be distributed to the Safe Kids
258	467		Oklahoma program;

260	468		14. Oklahoma Four-H Club License Plate – such plates shall be
261	469		designed, subject to criteria to be presented to Service Oklahoma by
262	470		the Four-H Foundation, and issued to any person wishing to
263	471		demonstrate support of the Oklahoma Four -H Club. Such plates may be

274	506		consultation with the Oklahoma Arts Council, and issued to any
275	507		person wishing to demonstrate support of the Department’s Ag in the
276	508		Classroom Education Program. As provided in this section, an amount
277	509		of the fee collected shall be apportioned as provided in Section
278	510		1104.3 of this title;

280	511		16. Oklahoma Statehood Centennial License Plate – such plates
281	512		shall be designed and issued to any person wishing to commemorate
282	513		the centennial of Oklahoma’s admission to stateho od in 1907. The
283	514		license plates shall be designed in consultation with the Oklahoma
284	515		Capitol Complex and Centennial Commemoration Commission. As
285	516		provided in this section, an amount of the fee collected shall be
286	517		deposited in the Oklahoma Department of Comme rce Revolving Fund
287	518		created in Section 5012 of Title 74 of the Oklahoma Statute s;

289	519		17. Support Education License Plate – such plates shall be
290	520		designed, subject to criteria to be presented to Service Oklahoma by
291	521		the State Department of Education in consultat ion with the Oklahoma
292	522		Arts Council, and issued to any person wishing to demonstrate

299	555		Reform Revolving Fund,

301	556		b. five percent (5%) shall be deposited to the Oklahoma
302	557		State Regents for Higher Educati on Revolving Fund,

304	558		c. five percent (5%) shall be deposited to the State
305	559		Career-Technology Fund, and

307	560		d. eighty-five percent (85%) shall be deposited to the
308	561		Teachers’ Retirement Benefit Fund as set forth in
309	562		Section 17-108 of Title 70 of the Oklahoma Statutes .

313	563		However, when the Teachers’ Retirement Benefit Fund attains a
314	564		seventy percent (70%) funded ratio based on an annual actuarial
315	565		valuation as required b y law, the amount of the fee shall be
316	566		apportioned equally pursuant to subparagraphs a, b and c of this
317	567		paragraph;

319	568		18. Retired Oklahoma Highway Patrol Officers License Plate –
320	569		such plates shall be designed and issued to any retired officer of
321	570		the Oklahoma Highway Patrol. The license plate shall have the
322	571		legend “Oklahoma” and shall contain, in the center of t he plate, the
323	572		Highway Patrol Officers patch using the same colors and pattern as

330	606		provide proof of eligibility annually. Th e surviving spouse of any
331	607		deceased retired officer of the Oklahoma Highway Patrol, if the
332	608		spouse has not since remarried, or if remarried, the remarria ge is
333	609		terminated by death, divorce, or annulment, may apply for a Retired
334	610		Oklahoma Highway Patrol Officer s license plate. As provided in this
335	611		section, an amount of the fee collected shall be deposited into the
336	612		Oklahoma Law Enforcement Retirement Fund;

338	613		19. Boy Scouts of America Supporter License Plate – such plates
339	614		shall be designed and issued to any person wishing to demonstrate
340	615		support for the Boy Scouts of America. The plates shall be issued
341	616		to any person in any combination of numbers and letters from one to
342	617		a maximum of seven, as for personalized license plates. The plate
343	618		shall contain the official Boy Scouts of America logo. Service
344	619		Oklahoma shall be authorized, if necessary, to enter into a
345	620		licensing agreement with the Boy Scouts of America for any licensing
346	621		fees which may be required in order to use the Boy Scouts of America
347	622		logo or design. The lice nsing agreement shall provide for a payment
348	623		to the Boy Scouts of America of not more than Twenty Dollars
349	624		($20.00) for each license plate issued;

1135	2089		demonstrate support for the Downed Bikers Association, a nonprofit
1136	2090		charitable organizatio n exempt from taxation pursuant to the
1137	2091		provisions of the Internal Revenue Code, 26 U.S.C., Section
1138	2092		501(c)(3), which provides emotional and financial su pport for downed
1139	2093		bikers. The license plate shall be designed in consultation with
1140	2094		the Central Oklahoma C hapter of the Downed Bikers Association and

1162	2140		issued to the specific Oklahoma local area council designated by the

1352	2497		for a paramedic license plate for each vehicle with a rated carrying
1353	2498		capacity of one (1) ton or less or a motorcycle upon proof of a
1354	2499		paramedic license. The license plates shall be designe d in
1355	2500		consultation with the Oklahoma State University -Oklahoma City
1356	2501		Paramedicine program and the Oklahoma Emergency Medical Technicians
1357	2502		Association. The letters “PM” shall be placed on the plat e followed
1358	2503		by four random numbers, or such numbers as requested by such persons
1359	2504		applying for the plate. Twenty Dollars ($20.00) of the fees

1437	2653		of not more than Ten Dollars ($10.00) and a payment to the Warriors

1486	2750		for payment to Broken Arrow Public Schools of not more than Twenty
1487	2751		Dollars ($20.00) for each license plate issued .

1489	2752		C. The fee for such plates shall be Thirty -five Dollars
1490	2753		($35.00) per year of rene wal and shall be in addition to all other
1491	2754		registration fees provided by the Oklahoma Vehicle License and
