7575 BE IT ENACTED BY THE PEOPLE OF THE STA TE OF OKLAHOMA:
7676 SECTION 1. NEW LAW A new section of law to be codified
7777 in the Oklahoma Statutes as Sectio n 945 of Title 19, unless there is
7878 created a duplication in number ing, reads as follows:
7979 A. As used in this section , “military reservations ” means a
8080 military installation, armo ry, air base, or other facility owned or
8181 controlled by this state or the federal government for military
8282 purposes.
8383 B. No more than fifteen percent (15%) of the total land area
8484 within a county of this state shall be owned by an agency or entity
8585 of this state or the federal government. Military reservations and
8686 Indian lands shall not be used to determine the p ercentage of the
8787 total land area within a county of this state .

139139 C. If an agency or entity of this state or the federal
140140 government, or a combination thereof, owns more than fifteen percent
141141 (15%) of the total land area within a county of this state at the
142142 time of the effective date of this section, the agency or entity of
143143 this state shall have ten (10) years from the effective date of this
144144 section to sell, transfer, trade, or otherwise dispose of land in
145145 order to reach the fifteen-percent limit established in this
146146 section.
147147 D. If more than one agency or entity of this state owns land
148148 that in total, alongside land owned by an agency or entity of the
149149 federal government, is more than fifteen percent (15%) of the total
150150 land area within a county of this state, the affected agencies or
151151 entities of this state shall enter into negotiations with the other
152152 affected agencies or e ntities, as well as the county commissioners
153153 of such county, to determine how to sell, transfer, trade, or
154154 otherwise dispose of owned land in order to achieve the fifteen-
155155 percent limit established in this section.
156156 SECTION 2. This act shall become effective November 1, 2024.
