An Act relating to memorial highway and bridge 
designations; designating the Army SPC Ryan J. Grady 
Memorial Highway; designating the First MCPON Delbert 
D. Black, U.S. Navy, Memor ial Highway; designating 
the Captain William “Willy” Hargraves Memorial 
Intersection; designating the Trooper Larry L. 
Hillyard Memorial Bridge; designating the C.D. 
Scribner WWII Veteran Memorial Highway; providing for 
codification; and providing an effective date . 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes a s Section 1698.398 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 66 be ginning at the intersection of 
Country Club Road on the southwes t edge of Bristow extending 
northeasterly to the intersection of West 3rd Avenue in Creek County 
shall be designated as the “Army SPC Ryan J. Grady Memoria l 
Highway”.  The Department of Transport ation shall cause suitable 
markers bearing that name to be pl aced on the highway.

SECTION 2.     NEW LAW     A new sec tion of law to be codified 
in the Oklahoma Statutes as Section 1698.399 of Title 69, unless 
there is created a duplication in numb ering, reads as follows: 
The section of Interstate 35 beginning on the south side of the 
State Highway 32 interchange extending north appr oximately seven (7) 
miles to the north side of the Oswalt Road interchange in Love 
County shall be designated as the “First MCPON Delbert D. Black, 
U.S. Navy, Memorial Highway”.  The Department of Transportation 
shall cause suitable markers bearing that na me to be placed on the 
highway. 
SECTION 3.     NEW LAW     A new secti on of law to be codified 
in the Oklahoma Statutes as Section 1698.400 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The intersection of U.S. Highway 60 and State Highway 18 north 
of Fairfax in Osage County shall be designated as the “Captain 
William ‘Willy’ Hargraves Memorial Intersection”.  The Department of 
Transportation shall cause suitable markers bearing that name to be 
placed at the intersection. 
SECTION 4.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Sec tion 1698.401 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The bridge crossing over Poleca t Creek on U.S. Highway 75A south 
of Sapulpa in Creek County shall be designated as the “Trooper Larry 
L. Hillyard Memorial Bridge ”.  The Department of Transportation

shall cause suitable per manent markers bearing that name to be 
placed on the bridge. 
SECTION 5.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1698.402 of Title 69, unless 
there is created a duplication in numbering, reads as follows: 
The section of State Highway 48A beginning at the intersection 
of Hollow Springs Road, extending east to the intersection of SH -48 
in Coleman in Johnston County shall be designated as the “C.D. 
Scribner WWII Veteran Memorial Highway”.  The Department of 
Transportation shall cause suitable permane nt markers bearing that 
name to be placed on the highway . 
SECTION 6.  This act shall become effective November 1, 2023.
