27	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

29	62		SECTION 1. NEW LAW A new section of law to be codified
30	63		in the Oklahoma Statutes as Section 1280.1 of Title 59, unless there
31	64		is created a duplication in numbering, reads as follows:

33	65		This act shall be known and may be cited as the “Oklahoma
34	66		Community Health Worker Act ”.

40	97		As used in the Oklahoma Community Health Worker Act:

42	98		1. “Certified community health worker ” means a community he alth
43	99		worker to whom the State Department of Health has issued a
44	100		certificate to practice as a certified community health worker in
45	101		this state;

49	102		2. “Community health worker ” means a frontline public health
50	103		worker who has a shared understand ing of and is a trusted member in
51	104		the community being served; and

53	105		3. “Department” means the State Department o f Health.

55	106		SECTION 3. NEW LAW A new section of law to be codified
56	107		in the Oklahoma Statutes as Section 1280.3 of Title 59, unless there
57	108		is created a duplication in numbering, reads as follows:

59	109		A. The State Department of Health shall establish a certificate
60	110		for community health workers. This certification shall be
61	111		voluntary.

63	112		B. A certified community health worker may:

65	113		1. Serve as a liaison be tween health and social services and
66	114		the community to facilitate access to services and impr ove the
67	115		quality and cultural competence of service delivery ;

69	116		2. Assist in identifying and communicating gaps in current
70	117		community and health care resources ; and

73	146		knowledge and self-sufficiency through a range of activities such as
74	147		outreach, community education, coaching, mentoring, social support,
75	148		and advocacy.

77	149		SECTION 4. NEW LAW A new section of law to be codified
78	150		in the Oklahoma Statutes as Section 1280.4 of Title 59, unless there
79	151		is created a duplication in numbering, reads as follows:

81	152		A. The State Commissioner of Health shall promulgate rules to:

83	153		1. Adopt a set of standards for the approval of certified
84	154		community health worker initial coursework or curriculum;
85		-
86	155		2. Establish examination administration requirements for the
87	156		Department or one or more designees;
88		-
89	157		3. Define minimum qualifications for applicants to be
90	158		certified; and
91		-

94	159		4. Establish the criteria for granting, denying, suspending ,
95	160		and revoking a certificate to protect public health and safety.

97	161		B. The Commissioner may also promulgate rules necessary for the
98	162		proper administration and enforcement of the Oklahoma Community
99	163		Health Worker Act and which allow for reciprocity agreements
100	164		including, but not limited to, with the Indian Health Service,
101	165		Tribal Contract or Compact Health Centers , Urban Indian Health
102	166		Centers, and tribal health systems.
