101+BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHO MA:
102+SECTION 1. NEW LAW A new section of law to be codified
103+in the Oklahoma Statutes as Section 2200 of Title 21, unless there
104+is created a duplicati on in numbering, reads as follows:
105+A. There is hereby created the Oklahoma Organize d Retail Crime
106+Task Force until December 31, 2024. The purpose of the task force
107+shall be to provide the Legislature and the Governor with
108+information on organized retail crime and the advantages and
109+drawbacks of instituting various countermeasures to cou nter losses
110+from retail theft in the state.
111+B. The task force shall consist of fifteen (15) members as
112+follows:
113+1. Three members, appointed by the Governor, one of who m shall
114+be an individual who represents state or local law enf orcement;
115+2. Two members appointed by the President Pro Tempore of the
116+Oklahoma State Senate;
117+3. Two members appointed by the Speaker of the Oklahoma House
118+of Representatives;
119+4. One member appointed by the District Attorneys Council;
120+5. One member appointed by the Oklahoma Retail Merchants
121+Association;
122+6. One member appointed by the State Chamber;
123+7. One member appointed by the Oklahoma S heriffs’ Association;

150+8. One member appointed by the Oklahoma Association of Chiefs
151+of Police;
152+9. One member appointed by the Attorney General;
153+10. One member from the Convenience Distributors of Oklahoma;

155+11. One member from the Oklahoma Grocers Association.
156+C. Quorum for official business of the task force shall be
157+eight members. A chairperson and a vice chairperson shall be
158+elected by a majority vote of the members of the task force.
159+D. Appointments to the task force shall be made by the
160+appointing authority no later than sixty (60) days after the
161+effective date of this act. Appointed members shall, to the
162+greatest extent practicable, have by education or experience,
163+knowledge of organized retail theft. The chair shall hold the first
164+meeting of the task force no later than ninety (90) days after the
165+effective date of this act. Any vacancies in the membership of th e
166+task force shall be filled in the same manner provided for in the
167+initial appointment.
168+E. The members of the task force shall re ceive no compensation
169+but shall receive travel reimbursement for n ecessary travel expenses
170+incurred in the performance of their duties in accordance with the
171+State Travel Reimbursement Act. The task force shall be staffed by
172+the Senate.

199+F. The task force ma y consult with any organization, government
200+entity, or person in the development of its report required pursuant
201+to the provisions of subsection G of this section.
202+G. On or before December 15, 2024, the task force shall
203+electronically submit to the Governor, the President Pro Tempore of
204+the Oklahoma State Senate, the Oklahoma Speaker of the House of
205+Representatives, and the chairs of the House and Senate committees
206+that oversee public safety, a report containing, but not limited to,
207+the following information based on available da ta:
208+1. A review of laws and regulations on orga nized retail crime
209+used by other states, the federal government, and foreign countries
210+to regulate the marketplace;
211+2. The use of organized retail theft’s impact on state and
212+local tax receipts;
213+3. The need for interagency coordination of public education
214+and outreach and preventi on programs for business owners; and
215+4. Legislative and regulatory recommendations, if any, to
216+increase transparency and security, enhance consumer protections,
217+prevent organized retail theft, and to address the long-term
218+economic impact relate d to the prevalence of organized retail crime.
219+SECTION 2. It being immediately necessary for the preservation
220+of the public peace, health or safety, an emergency is hereby
221+declared to exist, by reason whereof this act shall take effect and
222+be in full force from and after its passage and approval."
