AS INTRODUCED 
 
An Act relating to health insurance; creating the 
Task Force on Rural Health Care Reim bursement; 
stating task force purpose; establishing task force 
membership and procedures; requiring report be 
submitted to certain electe d officials by certain 
date; providing for codificati on; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 6063 of Title 36, unless there 
is created a duplication in numb ering, reads as follows: 
A.  1.  There is hereby created the Task Force on Rural Health 
Care Reimbursement to examine the care provided by health care 
providers in rural areas in this state and ensure that items and 
services provided by health care providers are appropriately 
reimbursed pursuant to Section 6053 et seq. of Title 36 of the 
Oklahoma Statutes. 
2.  The task force shall examine whether d iscriminatory 
practices are being engaged in by an insurer against a health care

provider. Discriminatory practices sh all include, but not be 
limited to: 
a. intentionally denying payment for health car e services 
provided to an insured, 
b. breaching fiduciary duty to honor written plan terms, 
c. exposing insureds, health care providers, and 
hospitals to balanced billing by reimburs ing a 
provider at an amount lower than the in-network cost-
sharing amount, 
d. providing lower rates for services provided, or 
e. any other practices prohibited by law . 
B.  The task force shall be composed of the following and e ach 
member shall serve at the pleasure of his or her appointing 
authority: 
1.  One Certified Registered Nurse Anesthetist, one Nurse 
Practitioner, and one Certified Nurse-Midwife, to be appointed by 
the Governor; 
2.  One Doctor of Medicine, one Doctor of Osteopathic Medicine, 
and one Doctor of Dental Surgery to be appointed by the President 
Pro Tempore of the Senate; 
3.  Two members of the health insurance industry, and one 
Occupational Health Advisor, to be appointed by the Speaker of the 
House of Representatives ; and

4.  The Insurance Commissioner or his o r her designee who shall 
serve as chairman and an e x-officio member of the task force. 
C.  The Insurance Department shall provide support and personnel 
needed by the task force. 
D.  The Task Force on Rural Health Care Reimbursem ent shall 
publish its findings and recommendations in a report to be delivered 
to the Governor, the President Pro Tempore of the Senate, the 
Speaker of the House of Representatives , the Chairman of the House 
Insurance Committee, and the Chairman of the Senat e Retirement and 
Insurance Committee no later than December 1, 2024. 
SECTION 2.  This act shall become effective November 1, 2023.
