7777 BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
7878 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
7979 last amended by Section 51, Chapter 228, O.S.L. 2022 (70 O.S. Supp.
8080 2022, Section 11-103.6), is amended to read as follows:
8181 Section 11-103.6. A. 1. The State Board of Education shall
8282 adopt subject matter standards for instruction of students in the
8383 public schools of this state that are necessary to ensure there is
8484 attainment of desired levels of c ompetencies in a variety of areas
8585 to include language, mathematic s, science, social studies,
8686 communication, and health and physical education.
8787 2. School districts shall develop and implement curriculum,
8888 courses, and instruction in order to ensure that stu dents meet the

141141 subject matter standards adopted by the State Board of Education.
142142 3. All students shall gain literacy at the elementary and
143143 secondary levels. Students shall develop skills in reading,
144144 writing, speaking, computing , and critical thinking. Fo r purposes
145145 of this section, critical thinking means a manner of analytical
146146 thinking which is logical and uses linear factual analysis to reach
147147 a conclusion. They shal l learn about cultures a nd environments -
148148 their own and those of others with whom they sh are the earth. All
149149 students shall receive the instruction needed to lead healthy and
150150 physically active lifestyles. Students, therefore, shall study
151151 social studies, literature, languages, th e arts, health,
152152 mathematics, and science. Such curricula shall p rovide for the
153153 teaching of a hands-on career exploration program in cooperation
154154 with technology center schools.
155155 4. The subject matter standards shall be designed to t each the
156156 competencies for which students shall be tested as provided in
157157 Section 1210.508 of this title, and shall be designed to prepare all
158158 students for active citizenship, employment , and/or successful
159159 completion of postsecondary education without the ne ed for remedial
160160 coursework at the postsecondary level.
161161 5. The subject matter standards s hall be designed with rigor as
162162 defined in paragraph 3 of subsection G of this section.

214214 6. The subject matter standards for English Language Arts shall
215215 give Classic Literature and nonfiction literature equal
216216 consideration to other literature. In addition, emphasis shall be
217217 given to the study of complete works of literature.
218218 7. At a minimum, the subject matter standards for mathematics
219219 shall require mastery of the stan dard algorithms in mathe matics,
220220 which is the most logical, efficient way of solving a pro blem that
221221 consistently works, and for students to attain fluency in Euclidian
222222 geometry.
223223 8. The subject matter standards for history, social studies ,
224224 and United States Government shall includ e study of important
225225 historical documents, including the United S tates Constitution,
226226 Declaration of Independence, Emancipation Proclamation, Federalist
227227 Papers, and other documents with significant history and heritage of
228228 the United States, and the content of the United States
229229 naturalization test, with an emphasis on the specific content of the
230230 test and the ideas and concepts it references. Beginning with the
231231 2022-2023 school year, the United States naturalization test shall
232232 be administered in accordance wi th subsection F of this section.
233233 9. The subject matter standards for United States Government
234234 shall include an emphasis on civics, the structure and relationship
235235 between the national, state, county , and local governments and
236236 simulations of the democratic process. For the purposes of this
237237 section, “civics” means the study of the rights and duties of

291291 10. The subject matter standards for health and physical
292292 education shall include but no t be limited to the domains of
293293 physical, emotional, social , and intellectual health. Health
294294 literacy shall include the ability to obtain, process , and
295295 understand basic health information and services needed to make
296296 appropriate health decisions. Health sh all also include the
297297 importance of proper nutrition and exercise, mental health and
298298 wellness, substance abuse, coping skills for understanding and
299299 managing trauma, establishing and maintaining positive
300300 relationships, and responsible decision making. Physi cal literacy
301301 shall include the ability to move with competence an d confidence in
302302 a wide variety of physical activities in multiple environments that
303303 benefit the healthy development of the whole person.
304304 B. Subject to the provisions of subsection C of this section,
305305 in order to graduate from a public high school accredite d by the
306306 State Board of Education with a standard diploma, students shall
307307 complete the following college preparatory/work ready curriculum
308308 units or sets of competencie s at the secondary level :
309309 1. Four units or sets of competencies of English to include
310310 Grammar, Composition, Literature, or any English course approved for
311311 college admission requirements;

377377 citizenship skills, including one unit of American History, one -half
378378 unit of Oklahoma History, one -half unit of United States Government ,
379379 and one unit from the subjects of History, Government, Geography,
380380 Economics, Civics, or non -Western culture and approved for col lege
381381 admission requirements;
382382 5. Two units or sets of competencie s of the same world or non -
383383 English language or two units of computer technology approved for
384384 college admission requirements, whether taught at a high school or a
385385 technology center school, inc luding computer programming, hardware,
386386 and business computer appl ications, such as word processing,

439439 typing courses;
440440 6. One additional unit or set of competencies selec ted from
441441 paragraphs 1 through 5 of this subsection or career and technology
442442 education courses, concurrently enrolled courses, Advanced Placement
443443 courses, or International Baccalaureate courses approved for college
444444 admission requirements; and
445445 7. One unit or set of competencies of fine arts, such as music,
446446 art, or drama, or one unit or set of c ompetencies of speech.
447447 C. In lieu of the requirements of subsection B of this section
448448 which requires a college preparatory/work ready curriculum, a
449449 student may enroll i n the core curriculum as provided in subsection
450450 D of this section upon written approval of the parent or legal
451451 guardian of the student. For students under the age of eighteen
452452 (18) school districts shall require a parent or legal gu ardian of
453453 the student to meet with a designee of the school prior to
454454 enrollment in the co re curriculum. The State Department of
455455 Education shall develop and distribute to school districts a form
456456 suitable for this purpose, which shall include information on the
457457 benefits to students of completing the college preparatory/work
458458 ready curriculum as provided for in subsection B of this section.
459459 D. For those students subject to the requirements of subsection
460460 C of this section, in order to graduate from a public hi gh school
461461 accredited by the State Board of Education with a standard diploma,

515515 1. Language Arts – Four units or sets of competencies, to
516516 consist of one unit or set of competencies of grammar and
517517 composition, and three units or sets of co mpetencies which may
518518 include, but are not limited to, the following courses:
519519 a. American Literature,
520520 b. English Literature,
521521 c. World Literature,
522522 d. Advanced English Courses, or
523523 e. other English courses with content and/or rigor equal
524524 to or above grammar an d composition;
525525 2. Mathematics – Three units or sets of competencies to consist
526526 of one unit or set of competencies of Algebra I or Algebra I taught
527527 in a contextual methodology, and two units or sets of competencies
528528 which may include, but are not limited to , the following courses:
529529 a. Algebra II,
530530 b. Geometry or Geometry taught in a contextual
531531 methodology,
532532 c. Trigonometry,

588588 completion of one (1) year of a full -time, three-hour
589589 career and technology program leading to an industry
590590 credential/certificate or college credit. The State
591591 Board of Career and Technology Education shall
592592 promulgate rules to define the provisions of this
593593 section related to the accepted industry -valued
594594 credentials which are industry -endorsed or industry -
595595 aligned. The list of accepted industry -valued
596596 credentials shall be reviewed annually and updated at
597597 least every three (3) years by the Board,
598598 h. (1) contextual mathematics courses which enhance
599599 technology preparation, or
600600 (2) a science, technology, engineering , and math
601601 (STEM) block course meeting the requirements for
602602 course competencies listed in paragraph 2 of
603603 subsection B of this section, whether taught at
604604 a:
605605 (a) comprehensive high school, or
606606 (b) technology center school when taken in the
607607 tenth, eleventh, or twelfth grade, taught by
608608 a certified teacher, and approved by the
609609 State Board of Education and the independent
610610 district board of education,

825825 6. Physical Education, Computer Education, or World Language -
826826 One unit or set of competencies of physical education, one unit or
827827 set of competencies of computer technology, whether taught at a high
828828 school or a technology center school, including computer
829829 programming, hardware, and business computer applications, su ch as
830830 word processing, databases, spreadsheets , and graphics, excluding
831831 keyboarding or typin g courses, or one unit or set of competencies of
832832 world or non-English language.
833833 E. 1. In addition to the curri culum requirements of either
834834 subsection B or D of th is section, in order to graduate from a
835835 public high school accredited by the State Board of Education

887887 students shall complete the requirements for a personal financial
888888 literacy passport as set forth in th e Passport to Financial Literacy
889889 Act and any additional course requirements or recommended elective
890890 courses as may be established by the State B oard of Education and
891891 the district school board. School districts shall st rongly
892892 encourage students to complete two units or sets of competencies of
893893 world languages and two units or sets of competencies of physical
894894 and health education.
895895 2. No student shall receive credit for high school graduation
896896 more than once for completion of the same unit or set of
897897 competencies to satisfy the curriculum requirements of this se ction.
898898 3. A school district shall not be required to offer every
899899 course listed in subsectio ns B and D of this section but shall offer
900900 sufficient courses to allow a st udent to meet the graduation
901901 requirements during the secondary grade years of the student .
902902 F. 1. In addition to the curriculum requirements of either
903903 subsection B or D of this sec tion, beginning with ninth graders in
904904 the 2021-22 school year, in order to graduate from a public high
905905 school accredited by the State Board of Education, students s hall
906906 pass the United States naturalization test pursuant to the
907907 provisions of this subsectio n.
908908 2. School districts shall offer the United States
909909 naturalization test t o students at least once per school y ear,
910910 beginning as early as eighth grade at the discr etion of the school

962962 district; provided, any student may retake the exam upon request,
963963 and as often as desired, until earning a passing score. For
964964 purposes of this sub section, a passing score shall be 60 out of 100
965965 questions.
966966 3. School districts shall exe mpt students with disabilities
967967 whose individualized education program (IEP), consistent with state
968968 law, indicates that the student is to be assessed with alternate
969969 achievement standards through the Oklaho ma Alternate Assessment
970970 Program (OAAP).
971971 G. For purposes of this section:
972972 1. “Contextual methodology ” means academic content and skills
973973 taught by utilizing real-world problems and projects in a way that
974974 helps students understand the application of that kn owledge;
975975 2. “Qualified agricultural education cours es” means courses
976976 that have been determined by the State Board of Education to offer
977977 the sets of competencies for one or more science content areas and
978978 which correspond to academic science courses. Quali fied
979979 agricultural education courses shall include, b ut are not limited
980980 to, Horticulture, Plant and Soil Science, Natural Resources and
981981 Environmental Science, and Animal Science. The courses shall be
982982 taught by teachers certified in agricultural education a nd comply
983983 with all rules of the Oklahoma Department of Career and Technology

10361036 3. “Rigor” means a level of difficulty that is thorough,
10371037 exhaustive and accurate and is appropriate for the grade level;
10381038 4. “Sets of competencies” means instruction in those skills and
10391039 competencies that are specified i n the subject matter standards
10401040 adopted by the State Board of Education and other skills and
10411041 competencies adopted by the Board, without regard to specified
10421042 instructional time; and
10431043 5. “Unit” means a Carnegie Unit as defined by the North Central
10441044 Association’s Commission on Schools.
10451045 H. 1. The State Board of Education shall adopt a plan to
10461046 ensure that rigor is maintained in the content, teaching
10471047 methodology, level of expe ctations for student achievement, and
10481048 application of learning in all the courses taught t o meet the
10491049 graduation requirements as specified in this section.
10501050 2. The State Board of Education shall allow as much flexibility
10511051 at the district level as is possible without diminishing the rigor
10521052 or undermining the intent of providing these courses. To accomplish
10531053 this purpose, the State Department of Education shall work with
10541054 school districts in reviewing and approving courses taught by
10551055 districts that are not specific ally listed in subsections B and D of
10561056 this section. Options may include, but shall not be limited to,
10571057 courses taken by concurrent enrollment, advanced placement, or
10581058 correspondence, or courses bearing different titles.

11101110 3. The State Board of Education shal l approve an advanced
11111111 placement computer science course to meet the requirements of cour se
11121112 competencies listed in paragraph 2 of subsection B of this section
11131113 if the course is taken in a student ’s senior year and the student is
11141114 concurrently enrolled in or h as successfully completed Algebra II.
11151115 4. Technology center school districts may offer p rograms
11161116 designed in cooperation with institutions of higher education which
11171117 have an emphasis on a focused field of career study upon approval of
11181118 the State Board of Educ ation and the independent district bo ard of
11191119 education. Students in the tenth grade may be allowed to attend
11201120 these programs for up to one -half (1/2) of a school day and credit
11211121 for the units or sets of competencies required in paragraphs 2, 3 ,
11221122 and 6 of subsection B or D of this section shall b e given if the
11231123 courses are taught by a teacher cert ified in the secondary subject
11241124 area; provided, credit for units or sets of competencies pursuant to
11251125 subsection B of this section shall be approved for college admission
11261126 requirements.
11271127 5. If a student enrol ls in a concurrent course, the school
11281128 district shall not be responsible for any costs incurred for that
11291129 course, unless the school district does not offer enough course
11301130 selection during the student ’s secondary grade year s to allow the
11311131 student to receive the courses needed to meet the graduation
11321132 requirements of this section. If the school district does not offer
11331133 the necessary course selection during the student ’s secondary grade

11851185 years, it shall be responsible for the cost of resident tuition at
11861186 an institution in The Oklahoma State System of Higher Education,
11871187 fees, and books for the concurrent enrollment course, and providing
11881188 for transportation to and from the institution to the school site.
11891189 It is the intent of the Legislat ure that for students enrolled
11901190 in a concurrent enrollment course which is paid for by th e school
11911191 district pursuant to this paragraph, the institution charge only the
11921192 supplementary and special service fees that are directly related to
11931193 the concurrent enrollm ent course and enrollment procedures for that
11941194 student. It is further the intent of the Legislature that fees for
11951195 student activities and student service facilities, including the
11961196 student health care and cultural and recreational service fees, not
11971197 be charged to such students.
11981198 6. Credit for the units or sets of competencies required in
11991199 subsection B or D of this section shall be given when such units or
12001200 sets of competencies are taken prior to ninth grade if the teachers
12011201 are certified or authorized to teach th e subjects for high school
12021202 credit and the required rigor is maintained.
12031203 7. The three units or sets of competencies in mathematics
12041204 required in subsection B or D of this section shall be completed in
12051205 the ninth through twelfth grades. If a student completes any
12061206 required courses or sets of comp etencies in mathematics prior to
12071207 ninth grade, the student may take any other mathematics courses or
12081208 sets of competencies to fulfill the requirement to complete three

12641264 may be taken in any sequence recommended by the school district.
12651265 I. As a condition of receiving acc reditation from the State
12661266 Board of Education, all students in grades nine through twelve shall
12671267 enroll in a minimum of six periods, or the equivalent in block
12681268 scheduling or other scheduling structure that allows for instruction
12691269 in sets of competencies, of r igorous academic and/or rigorous
12701270 vocational courses each day, which may include arts, vo cal and
12711271 instrumental music, speech classes, and physical education classes.
12721272 J. 1. Academic and vocational -technical courses designed to
12731273 offer sets of competencies int egrated or embedded within the course s
12741274 that provide for the teaching and learning of the appropriate skills
12751275 and knowledge in the subject matter standards, as adopted by the
12761276 State Board of Education, may, upon approval of the Board, in
12771277 consultation with the Oklahoma Department of Career and Te chnology
12781278 Education if the courses are offered at a technology center school
12791279 district, be counted for academic credit and toward meeting the
12801280 graduation requirements of this section.
12811281 2. Internet-based courses offered by a technology center school
12821282 that are taught by a certified teacher and provide for the te aching
12831283 and learning of the appropriate skills and knowledge in the subject

13471347 4. Courses offered by a supplemental education organization
13481348 that is accredited by a national accrediting body and that are
13491349 taught by a certified teacher and provide for the teaching and
13501350 learning of the appropriate skills and knowledge in the su bject
13511351 matter standards may, upon approval of the State Board of Education
13521352 and the school district board of education, be counted for academic
13531353 credit and toward meeting the graduation requirements of this
13541354 section.
13551355 K. The State Board of Education shall prov ide an option for
13561356 high school graduation based upon attainment of the desired levels
13571357 of competencies as required in tests pursuant to the provisions of

14111411 L. The State Board of Education shall prescribe, adopt , and
14121412 approve a promotion system based on the attainment by students of
14131413 specified levels of competencies in each ar ea of the core
14141414 curriculum.
14151415 M. Children who have individualized education programs pursu ant
14161416 to the Individuals with Disabilities Education Act (IDEA) , and who
14171417 satisfy the graduation requirements through the individualized
14181418 education program for that student shall be awarded a standard
14191419 diploma.
14201420 N. Students who enter the ninth grade in or prior to the 2007-
14211421 08 school year who are enrolled in an alternative education program
14221422 and meet the requirements of their plans leading to high school
14231423 graduation developed pu rsuant to Section 1210.568 of this ti tle
14241424 shall be awarded a standard diploma.
14251425 O. Any student who completes the curriculum requirements of the
14261426 International Baccalaureate Diploma Program shall be awarded a
14271427 standard diploma.
14281428 P. Any student who successfully completes an advanced
14291429 mathematics or science course offered pursuant to Section 1210.40 4
14301430 of this title shall be granted academic credit toward meeting the
14311431 graduation requirements pursuant to paragraph 2 or 3, as
14321432 appropriate, of subsection B or D of this s ection.

14841484 Q. For purposes of this sect ion, the courses approved for
14851485 college admission req uirements shall be courses which are approved
14861486 by the Oklahoma State Regents for Higher Education for admission to
14871487 an institution within The Oklahoma State System of Hig her Education.
14881488 R. Students who have been denied a standard diploma by the
14891489 school district in which the student is or was enrolled for failing
14901490 to meet the requirements of this section may re -enroll in the school
14911491 district that denied the student a standard diploma following the
14921492 denial of a standard diploma. The student shall be provided
14931493 remediation or intervention and the opportunity to complete the
14941494 curriculum units or sets of competencies required by this section to
14951495 obtain a standard diploma. Students who re-enroll in the school
14961496 district to meet the graduation requirements of this section sh all
14971497 be exempt from the hourly instructional requirements of Section 1 -
14981498 111 of this title and the six -period enrollment requirements of this
14991499 section.
15001500 S. The State Depart ment of Education shall collect and r eport
15011501 data by school site and district on the numbe r of students who
15021502 enroll in the core curriculum as provided in subsection D of this
15031503 section.
15041504 SECTION 2. This act shall become effective July 1, 2023.
15051505 SECTION 3. It being immediately necessary for the preservation
