7979 BE IT RESOLVED BY THE SENAT E AND THE HOUSE OF REPRESENTATIVES OF THE
8080 1st SESSION OF THE 59TH OKLAHOMA LEGISLATURE:
8181 SECTION 1. The Secretary of State shall refer to the people fo r
8282 their approval or rejection, as and in the manner provided by law,
8383 the following proposed amendment to S ection 1 of Article XXII of the
8484 Oklahoma Constitution to read as follows:
8585 Section 1. No alien or person who is not a foreign citizen of
8686 the United States, shall acquire title to or own land in this state
8787 either directly or indirectly through a business entity or trust ,
8888 and the Legislature shall enact laws whereby all persons not who are
8989 foreign citizens of the United States, and their heirs, who may

141141 hereafter acquire real estate in this state by devise, descent, or
142142 otherwise, shall dispose of the same within five years one (1) year
143143 upon condition of escheat or forfeiture to the State: Provided,
144144 This shall not apply to Indians born within the United Sta tes, nor
145145 to aliens or persons not citizens of the United States who may
146146 become bona fide residents of this State : And Provided Further,
147147 That this section shall not apply to lands now owned by aliens in
148148 this State.
149149 SECTION 2. The Ballot Title for the proposed Consti tutional
150150 amendment as set forth in SECTION 1 of this resolution shall be in
151151 the following form:

154154 THE GIST OF THE PROPOSITION IS AS FOLLOWS :
155155 This measure will ame nd Section 1 of Article 22 of the Oklahoma
156156 Constitution. The measure will pr ohibit ownership of land in
157157 Oklahoma by a foreign citizen or a business entity or trust
158158 owned by foreign citizens . The measure will decrease to 1 year
159159 the time period for such land to be returned to the state. The
160160 measure provides an exception to lawful resident foreign
161161 citizens.

216216 SECTION 3. The President Pro Tempore of the Senate shall,
217217 immediately after the passage of this r esolution, prepare and file
218218 one copy thereof, including the Ballot Titl e set forth in SECTION 2
