4040 An Act relating to schools; requiring media literacy
4141 and cybersecurity to be taught; outlining instruction
4242 requirements; requiring studen ts in certain grades to
4343 take the media literacy and cybersecurity course;
4444 prescribing the length of the course; allowing
4545 exception for certain transfer students; mandating
4646 that the State Department of Education adopt
4747 curriculum standards; directing the Dep artment to
4848 develop guidelines, material, and resources;
4949 requiring the Departme nt to report the standards
5050 created; providing for codification; and providing an

5656 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5757 SECTION 1. NEW LAW A new section of law to be codified
5858 in the Oklahoma Statutes as Section 11 -103.17 of Title 70, unless
5959 there is created a duplication in numbering, reads as follows:
6060 A. Media literacy and cybersecurity education shall be taught
6161 in the public schools of this state. Media literacy and
6262 cybersecurity educatio n shall include, but is not limited to, the
6363 following areas of instruction:
6464 1. Identifying and avoiding online scams such as: phishing,
6565 catfishing, malware, ransomware, scarewar e, and clickbait;

9292 2. Identifying fraudulent emails, websites, and social media
9393 profiles;
9494 3. Using passwords and online security;
9595 4. Protecting personal information;
9696 5. Identifying fake news, including how to find sources to
9797 verify information; and
9898 6. Identifying deepfake images, videos, and audio and
9999 identifying artificial inte lligence (AI).
100100 B. Beginning with students entering the sixth grade in the
101101 2027-2028 school year, students shall fulfill the requirement by
102102 satisfactorily completing a media lite racy and cybersecurity course
103103 containing the areas of instruction as provided in subsection A of
104104 this section during the sixth, seventh, or eighth grade.
105105 C. Media literacy and cybersecurity instruction shall be
106106 provided in a one-half (1/2) unit course.
107107 D. For students who transfer into an Oklahoma school district
108108 from out of state during or after the eighth grade, school districts
109109 may make an exception to the requirements for a media literacy and
110110 cybersecurity course pursuant to the provisions of Section 11-103.6
111111 of this title. School districts shall still encourage completion of
112112 instruction in media literacy and cybersecurity.
113113 E. The State Board of Education shall identify and adopt
114114 curriculum standards for media literacy and cybersecurity
115115 instruction that reflect the areas of instruction listed in

142142 subsection A of this section. The standards shall be incorporated
143143 into the state academic content standards adopted by the Board
144144 pursuant to Section 11 -103.6 of Title 70 of the Oklahoma Statutes.
145145 F. The State Department of Education shall:
146146 1. Develop guidelines and material designed to enable schools
147147 to offer media literacy and cybersecurity as a separate course. The
148148 guidelines shall outline the areas of instruction to be taught based
149149 on the curriculum stand ards adopted by the Board;
150150 2. Develop professional development programs that are designed
151151 to help teachers provide instruction in media literacy and
152152 cybersecurity. Development programs shall be designed to help
153153 teachers provide instruction through a sepa rate media literacy and
154154 cybersecurity course;
155155 3. Provide resources to assist schools in developing a separate
156156 media literacy and cybersecurity course; and
157157 4. Provide and identify resources designed to enable students
158158 identified as English language learne rs and students with specific
159159 learning disabilities or individual educational needs to understand
160160 and use the media literacy and cybersecurity information presented .
161161 G. Within thirty (30) days of completing the media literacy and
162162 cybersecurity curriculum standards, the State Board of Education
163163 shall submit to the Speaker of the Oklahoma House of Representatives
164164 and the President Pro Tempore of the Oklahoma State Senate a report
165165 outlining the standards.
