4049 An Act relating to the Oklahoma Open Meeting Act;
4150 allowing members of a public body to participate in a
4251 meeting from their private residence under certain
4352 circumstances; excluding private residences from

5463 BE IT ENACTED BY THE PEOPLE OF THE STATE OF O KLAHOMA:
5564 SECTION 1. NEW LAW A new section of law to be codified
5665 in the Oklahoma Statutes as Section 307.2 of Title 25, unless there
5766 is created a duplication in numbering, reads as follows:
5867 A. A member of a public body may participate in a public
5968 meeting via videoconference or telec onference from the private
6069 residence of the member, and shall not be required to disclose the
61-address of the private residence on the meeting noti ce or agenda,
62-provided the following conditions are met:
63-1. The member identifies the location as the "private
64-residence" on the meeting notice and agenda, without further detail;

98+provided the following conditions are met:
99+1. The member identifies the location as the "privat e
100+residence" on the meeting notice and agenda, without further detail;
91101 2. The videoconference or teleconference technology used allows
92102 the public to see and hear the member during the meeting; and
93103 3. The member's participation from his or her private res idence
94104 does not restrict or limit public access to the meeting or the
95105 member's contributions to the meeting.
96106 B. This section does not apply when a public body holds a
97107 meeting entirely or primarily at a me mber's private residence, or
98108 when two or more membe rs are present at a member's private
99109 residence. In such cases, full disclosure of the meeting location
100110 is required under the existing provisions of the Oklahoma Open
101111 Meeting Act.
102112 C. For purposes of this section, "private residence" means any
103113 home, apartment, or other personal living space that is not used as
104114 a public or commercial meeting site.
105115 D. Public bodies shall ensure compliance with all other
106116 provisions of the Oklahoma Open Meeting Act, including transparency,
107117 accessibility, and notice requirement s, when implementing this
108118 section.
109119 E. It is the Legislature's intent to balance the principles of
110120 open governance with the privacy and security of individuals
111-participating in public meetings from private residences. This
112-section ensures compliance with transparency requirements while
113-protecting personal addresses from public disclosure.
114-SECTION 2. This act shall become effective November 1, 2025.
