5151 BE IT RESOLVED BY THE HOUSE OF REPRESENTA TIVES AND THE SENATE OF THE
5252 1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
5353 SECTION 1. The Secretary of State shall refer to the people for
5454 their approval or rejection, as and in the manner provided by law,
5555 the following proposed amendment t o Section 3 of Article VI of the
5656 Constitution of the State of Oklahoma to read as follows:

6161 A. No person shall be eligible to the office of Governor,
6262 Lieutenant Governor, Secretary of State, State Audito r and
6363 Inspector, Attorney General, State Treasurer or Superintendent of

9494 B. In addition to the provisions of this section, no person
9595 shall be eligible to the office of Superintendent of Public
9696 Instruction unless he or she has completed public school
9797 administrator certification a nd have no less than five (5) years of
9898 experience as a school principal or school superint endent. The
9999 provisions of this subsection shall only be applicable to candidates
100100 for the office of Superintendent of Public Instruction beginning
101101 with the general election to be held in November of 2030 and each
102102 applicable general election thereafter.
103103 SECTION 2. The Ballot Title for the proposed Constitutional
104104 amendment as set forth in SECTION 1 of this resolution shall be in

108108 THE GIST OF THE PROPOSITIO N IS AS FOLLOWS:
109109 This measure amends the Oklahoma Constitution. It amends Section 3
110110 of Article 6. The Oklahoma Constitution currently requires that
111111 candidates running for the office of Superintendent of Public
112112 Instruction be at least thirty -one (31) years old and be qualified
113113 to register to vote for at least ten (10) years. This measure adds
114114 two (2) qualifications for candidates running for the office of

141141 Superintendent of Public Instruction. This measure requires
142142 candidates to have completed public school a dministrator
143143 certification and to have at least five (5) years experience as a
144144 school principal or superintendent before they are eligible to run
145145 for the office of Su perintendent of Public Instruction. This measure
146146 would apply these two (2) new candidate requirements beginning with
147147 the 2030 general election and every election after.
