42	42	A Joint Resolution directing the Secretary of State

44	44	rejection a proposed amendm ent to Section 3 of

51	51	BE IT RESOLVED BY THE HOUSE OF REPRESENTA TIVES AND THE SENATE OF THE
52	52	1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
53	53	SECTION 1. The Secretary of State shall refer to the people for
54	54	their approval or rejection, as and in the manner provided by law,
55	55	the following proposed amendment t o Section 3 of Article VI of the
56	56	Constitution of the State of Oklahoma to read as follows:

61	61	A. No person shall be eligible to the office of Governor,
62	62	Lieutenant Governor, Secretary of State, State Audito r and
63	63	Inspector, Attorney General, State Treasurer or Superintendent of
64	64	Public Instruction except a citizen of the United States of the age

92	92	(10) years next preceding his or her election, or appointment, a
93	93	qualified elector of this state.
94	94	B. In addition to the provisions of this section, no person
95	95	shall be eligible to the office of Superintendent of Public
96	96	Instruction unless he or she has completed public school
97	97	administrator certification a nd have no less than five (5) years of
98	98	experience as a school principal or school superint endent. The
99	99	provisions of this subsection shall only be applicable to candidates
100	100	for the office of Superintendent of Public Instruction beginning
101	101	with the general election to be held in November of 2030 and each
102	102	applicable general election thereafter.
103	103	SECTION 2. The Ballot Title for the proposed Constitutional
104	104	amendment as set forth in SECTION 1 of this resolution shall be in
105	105	the following form:

108	108	THE GIST OF THE PROPOSITIO N IS AS FOLLOWS:
109	109	This measure amends the Oklahoma Constitution. It amends Section 3
110	110	of Article 6. The Oklahoma Constitution currently requires that
111	111	candidates running for the office of Superintendent of Public
112	112	Instruction be at least thirty -one (31) years old and be qualified
113	113	to register to vote for at least ten (10) years. This measure adds
114	114	two (2) qualifications for candidates running for the office of

141	141	Superintendent of Public Instruction. This measure requires
142	142	candidates to have completed public school a dministrator
143	143	certification and to have at least five (5) years experience as a
144	144	school principal or superintendent before they are eligible to run
145	145	for the office of Su perintendent of Public Instruction. This measure
146	146	would apply these two (2) new candidate requirements beginning with
147	147	the 2030 general election and every election after.
