HOUSE JOINT

AS INTRODUCED 
 
A Joint Resolution directing the Secretary of State 
to refer to the people for their approval or 
rejection a proposed amendm ent to Section 3 of 
Article VI of the Constitution of the State of 
Oklahoma; adding requirements to run for the office 
of Superintendent of Public Instruction; providing 
ballot title; and directing filing. 
 
 
BE IT RESOLVED BY THE HOUSE OF REPRESENTA TIVES AND THE SENATE OF THE 
1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of State shall refer to the people for 
their approval or rejection, as and in the manner provided by law, 
the following proposed amendment t o Section 3 of Article VI of the 
Constitution of the State of Oklahoma to read as follows: 
SECTION VI-3 
 
Eligibility to certain state offices. 
 
A.  No person shall be eligible to the office of Governor, 
Lieutenant Governor, Secretary of State, State Audito r and 
Inspector, Attorney General, State Treasurer or Superintendent of 
Public Instruction except a citizen of the United States of the age

of not less than thirty -one (31) years and who shall have been ten 
(10) years next preceding his or her election, or appointment, a 
qualified elector of this state. 
B.  In addition to the provisions of this section, no person 
shall be eligible to the office of Superintendent of Public 
Instruction unless he or she has completed public school 
administrator certification a nd have no less than five (5) years of 
experience as a school principal or school superint endent.  The 
provisions of this subsection shall only be applicable to candidates 
for the office of Superintendent of Public Instruction beginning 
with the general election to be held in November of 2030 and each 
applicable general election thereafter. 
SECTION 2.  The Ballot Title for the proposed Constitutional 
amendment as set forth in SECTION 1 of this resolution shall be in 
the following form:

THE GIST OF THE PROPOSITIO N IS AS FOLLOWS: 
This measure amends the Oklahoma Constitution. It amends Section 3 
of Article 6. The Oklahoma Constitution currently requires that 
candidates running for the office of Superintendent of Public 
Instruction be at least thirty -one (31) years old and be qualified 
to register to vote for at least ten (10) years. This measure adds 
two (2) qualifications for candidates running for the office of

Superintendent of Public Instruction. This measure requires 
candidates to have completed public school a dministrator 
certification and to have at least five (5) years experience as a 
school principal or superintendent before they are eligible to run 
for the office of Su perintendent of Public Instruction. This measure 
would apply these two (2) new candidate requirements beginning with 
the 2030 general election and every election after.

SECTION 3.  The Chief Clerk of the House of Represe ntatives, 
immediately after the passage of this resolution, shall prepare and 
file one copy thereof, including the Ballot Title set forth in 
SECTION 2 hereof, with th e Secretary of State and one copy with the 
Attorney General.
