A Resolution recognizing February as Black History 
Month; recognizing the African American Community in 
Oklahoma; and celebrating the contributions of 
African Americans to the history of Oklahoma a nd the 
United States. 
 
 
 
WHEREAS, National African American History Month, also referred 
to as African American History Month and Black History Month, is 
annually observed in the month of February; and 
 
WHEREAS, the United States Congress passed Public Law 99-244 in 
1986 to officially designate February as National Black History 
Month in the United States to pay tribute and celebrate the 
significant achievements and contributions made by Black Americans; 
and 
 
WHEREAS, Black History Month is celebrated in Fe bruary to 
commemorate the birthdays of Frederick Douglass and Abraham Lincoln, 
both significant leaders in the abolition of slavery; and 
 
WHEREAS, numerous Oklahomans identify as African American; and 
 
WHEREAS, Black History Month serves as an opportunity to 
acknowledge and recognize the role Black Americans have played in 
shaping of our culture, society, and history, in Oklahoma and the 
United States; and 
 
WHEREAS, the contributions of African Americans include but are 
not limited to advancements in civil rights, business, edu cation, 
innovation, and leadership that have shaped this state and country 
to what we know today; and 
 
WHEREAS, the State of Oklahoma acknowledges the impact and role 
Black Americans have play ed in shaping the culture, progress, and 
history of our country; and

WHEREAS, it is important to recognize and celebrate the 
significant achievements and progress made by groups of Americans 
that strengthen our society as a whole; and 
 
WHEREAS, the observance of Black History Month serves as an 
opportunity for all citizens to celebrate the achievements of 
African Americans, furthering that environment of togetherness. 
 
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES 
OF THE 1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE : 
 
THAT the month of February is formally recognized by the 
Oklahoma House of Representatives as Black History Month. 
 
THAT the Oklahoma House of Representatives recognizes the 
contributions of Black Americans to the history of Oklahoma and the 
United States.
