8181 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8282 SECTION 1. AMENDATORY Section 1, Chapter 289, O.S.L.
8383 2023 (70 O.S. Supp. 2024, Section 18 -114.15), is amended to read as
8484 follows:
8585 Section 18-114.15. A. Beginning with the 2023 -2024 school
8686 year, certified personnel, as defined in Sect ion 26-103 of Title 70
8787 of the Oklahoma Statutes this title, in the public scho ols of
8888 Oklahoma this state shall receive in salary and/or fringe benefits
8989 not less than the amounts specified in the following schedule:

302302 B. 1. When determining the Minimum Salary Schedule minimum
303303 salary schedule, “fringe benefits” shall mean all or part of
304304 retirement benefits, excluding the co ntributions made pursuant to
305305 subsection A of Section 17 -108.1 of Title 70 of the Oklahoma
306306 Statutes this title and the flexible benefit allowance pursuant to
307307 Section 26-105 of Title 70 of the Oklahoma Statutes this title from
308308 the flexible benefit allowance funds disbursed by the State Board of
309309 Education and the State Board of Career and Technology Education
310310 pursuant to Section 26 -104 of Title 70 of the Oklahoma Statutes this
311311 title.
312312 2. If a school district intends to provide retirement benefits
313313 to a teacher such that the teacher ’s salary would be less than the
314314 amounts set forth in the minimum salary schedule specified in
315315 subsection A of this section, the district shall be required to

367367 provide written notification to the teacher prior to his or her
368368 employment or, if already employed by the district, no later than
369369 thirty (30) days prior t o the date the district elects to provide
370370 retirement benefits such that the teacher ’s salary would be less
371371 than the minimum salary schedule.
372372 C. Any of the degrees referred to in this section shall be from
373373 a college recognized by the State Board of Education. The Board
374374 shall accept teaching experience from out -of-state school districts
375375 that are accredited by the State Board of Education state board of
376376 education or appropriate state accrediting agency for the districts.
377377 The Board shall accept teaching expe rience from out-of-country
378378 schools that are accredited or otherwise endorsed by the appropriate
379379 national or regional accrediting or endorsement authority. Out -of-
380380 country certification documentation in a language other than English
381381 shall be analyzed by an educational credential evaluation service in
382382 accordance with industry standards and guidelines and approved by
383383 the State Department of Education. The person seeking to have
384384 credit granted for out-of-country teaching experience shall be
385385 responsible for all costs of the analysis by a credential evaluation
386386 service. The Board shall accept teaching experience from primary
387387 and secondary schools that are operated by the United States
388388 Department of Defense or are affiliated with the United States
389389 Department of State.

441441 D. For the purpose of state salary increments and retirement,
442442 no teacher shall be granted credit for more than five (5) years of
443443 active duty in the military service or out -of-state or out-of-
444444 country teaching experience as a certified teacher or its
445445 equivalent. Nothing in this section shall prohibit boards of
446446 education from crediting more years of experience on district salary
447447 schedules than those allowed for state purposes.
448448 E. The State Board of Education shall recognize, for purposes
449449 of certification and salary increments, all the years of experience
450450 of a:
451451 1. Certified teacher who teaches in the educational program of
452452 the Department of Corrections, beginning with fiscal y ear 1981;
453453 2. Vocational rehabilitation counselor under the Department of
454454 Human Services if the counselor was employed as a certified teacher
455455 by the State Department of Education when the Division of Vocational
456456 Rehabilitation was transferred from the State Board of Career and
457457 Technology Education or the State Board of Education to the Oklahoma
458458 Public Welfare Commission on July 1, 1968;
459459 3. Vocational rehabilitation counselor which were completed
460460 while employed by the Department of Human Services if such cou nselor
461461 was certified as a teacher or was eligible for certification as a
462462 teacher in Oklahoma this state;

514514 4. Certified teacher which were completed while employed by the
515515 Child Study Center located at University Hospital, if the teacher
516516 was certified as a t eacher in Oklahoma this state; and
517517 5. Certified school psychologist or psychometrist which were
518518 completed while employed as a doctoral intern, psychological
519519 assistant, or psychologist with any agency of the State of Oklahoma
520520 this state if the experience primarily involved work with persons of
521521 school- or preschool-age and if the person was, at the time the
522522 experience was acquired, certified as, or eligible for certification
523523 as, a school psychologist or psychometrist.
524524 F. The provisions of this section shall not apply to teachers
525525 who have entered into postretirement employment with a public school
526526 in Oklahoma this state and are still receiving a monthly retirement
527527 benefit.
528528 G. If a person employed as certified personnel, as defined in
529529 Section 26-103 of Title 70 of the Oklahoma Statutes this title, by a
530530 school district during the 2022 -2023 school year was receiving a
531531 salary above the step level indicated by the State Minimum Salary
532532 Schedule state minimum salary schedule for the 2022-2023 school
533533 year, the person shall receive a salary increase amount equal to the
534534 amount indicated in subsection A of this section for the step level
535535 indicated for the person, provided they remain he or she remains
536536 employed by the same district, unless the hours or the duties of the
537537 certified personnel are reduced proportionately.

589589 H. If a school district does not receive receives either
590590 Foundation Aid or Salary Incentive Aid or receives neither
591591 Foundation Aid nor Salary Incentive Aid pursuant to Section 18 -200.1
592592 of Title 70 of the Oklahoma Statutes this title, funds appropriated
593593 for the financial support of public schools shall be allocated by
594594 the State Board of Education to implement the salary increases
595595 indicated in subsection A of this section.
596596 I. Persons employed as classroom inst ructional employees of
597597 technology center school districts supervised by the St ate Board of
598598 Career and Technology Education shall receive a salary increase
599599 amount equal to the amount indicated in subsection A of this section
600600 for the step level indicated for the person persons, provided they
601601 remain employed by the same technology center school district,
602602 unless the hours or the duties of the classroom instructional
603603 employees are reduced proportionately.
604604 J. Persons employed as correctional teachers or vocation al
605605 instructors by the Department of Corrections pursuant to Section
606606 510.6a of Title 57 of the Oklahoma Statutes or persons employed as
607607 teachers by the Office of Juvenile Affairs shall receive a salary
608608 increase amount equal to the amount indicated in subsec tion A of
609609 this section for the step level indicated for the person persons,
610610 provided they remain employed by the same Department of Corrections
611611 or Office of Juvenile Affairs facility, unless the hours or the

664664 teachers are reduced proportionately.
665665 K. Persons employed as teachers by the State Department of
666666 Rehabilitation Services shall receive a salary increase amount equal
667667 to the amount indicated in subsection A of this section for the step
668668 level indicated for the person persons, provided they remain
669669 employed by the State Department of Rehabilitation Services, unless
670670 the hours or the duties of the teachers are reduced proportionately.
671671 SECTION 2. This act shall become effective Ju ly 1, 2025.
672672 SECTION 3. It being immediately necessary for the preservation
673673 of the public peace, health, or safety, an emergency is hereby
674674 declared to exist, by reason whereof this act shall take effect and
675675 be in full force from and after i ts passage and approval.
