82	82	SECTION 1. AMENDATORY Section 1, Chapter 289, O.S.L.
83	83	2023 (70 O.S. Supp. 2024, Section 18 -114.15), is amended to read as

85	85	Section 18-114.15. A. Beginning with the 2023 -2024 school
86	86	year, certified personnel, as defined in Sect ion 26-103 of Title 70
87	87	of the Oklahoma Statutes this title, in the public scho ols of

302	302	B. 1. When determining the Minimum Salary Schedule minimum
303	303	salary schedule, “fringe benefits” shall mean all or part of
304	304	retirement benefits, excluding the co ntributions made pursuant to
305	305	subsection A of Section 17 -108.1 of Title 70 of the Oklahoma
306	306	Statutes this title and the flexible benefit allowance pursuant to
307	307	Section 26-105 of Title 70 of the Oklahoma Statutes this title from
308	308	the flexible benefit allowance funds disbursed by the State Board of
309	309	Education and the State Board of Career and Technology Education
310	310	pursuant to Section 26 -104 of Title 70 of the Oklahoma Statutes this
311	311	title.
312	312	2. If a school district intends to provide retirement benefits
313	313	to a teacher such that the teacher ’s salary would be less than the
314	314	amounts set forth in the minimum salary schedule specified in
315	315	subsection A of this section, the district shall be required to

367	367	provide written notification to the teacher prior to his or her
368	368	employment or, if already employed by the district, no later than
369	369	thirty (30) days prior t o the date the district elects to provide
370	370	retirement benefits such that the teacher ’s salary would be less
371	371	than the minimum salary schedule.
372	372	C. Any of the degrees referred to in this section shall be from
373	373	a college recognized by the State Board of Education. The Board
374	374	shall accept teaching experience from out -of-state school districts
375	375	that are accredited by the State Board of Education state board of
376	376	education or appropriate state accrediting agency for the districts.
377	377	The Board shall accept teaching expe rience from out-of-country
378	378	schools that are accredited or otherwise endorsed by the appropriate
379	379	national or regional accrediting or endorsement authority. Out -of-
380	380	country certification documentation in a language other than English
381	381	shall be analyzed by an educational credential evaluation service in
382	382	accordance with industry standards and guidelines and approved by
383	383	the State Department of Education. The person seeking to have
384	384	credit granted for out-of-country teaching experience shall be
385	385	responsible for all costs of the analysis by a credential evaluation
386	386	service. The Board shall accept teaching experience from primary
387	387	and secondary schools that are operated by the United States
388	388	Department of Defense or are affiliated with the United States
389	389	Department of State.

441	441	D. For the purpose of state salary increments and retirement,
442	442	no teacher shall be granted credit for more than five (5) years of
443	443	active duty in the military service or out -of-state or out-of-
444	444	country teaching experience as a certified teacher or its
445	445	equivalent. Nothing in this section shall prohibit boards of
446	446	education from crediting more years of experience on district salary
447	447	schedules than those allowed for state purposes.
448	448	E. The State Board of Education shall recognize, for purposes
449	449	of certification and salary increments, all the years of experience
450	450	of a:
451	451	1. Certified teacher who teaches in the educational program of
452	452	the Department of Corrections, beginning with fiscal y ear 1981;
453	453	2. Vocational rehabilitation counselor under the Department of
454	454	Human Services if the counselor was employed as a certified teacher
455	455	by the State Department of Education when the Division of Vocational
456	456	Rehabilitation was transferred from the State Board of Career and
457	457	Technology Education or the State Board of Education to the Oklahoma
458	458	Public Welfare Commission on July 1, 1968;
459	459	3. Vocational rehabilitation counselor which were completed
460	460	while employed by the Department of Human Services if such cou nselor
461	461	was certified as a teacher or was eligible for certification as a
462	462	teacher in Oklahoma this state;

515	515	Child Study Center located at University Hospital, if the teacher
516	516	was certified as a t eacher in Oklahoma this state; and
517	517	5. Certified school psychologist or psychometrist which were
518	518	completed while employed as a doctoral intern, psychological
519	519	assistant, or psychologist with any agency of the State of Oklahoma
520	520	this state if the experience primarily involved work with persons of
521	521	school- or preschool-age and if the person was, at the time the
522	522	experience was acquired, certified as, or eligible for certification
523	523	as, a school psychologist or psychometrist.
524	524	F. The provisions of this section shall not apply to teachers
525	525	who have entered into postretirement employment with a public school
526	526	in Oklahoma this state and are still receiving a monthly retirement
527	527	benefit.
528	528	G. If a person employed as certified personnel, as defined in
529	529	Section 26-103 of Title 70 of the Oklahoma Statutes this title, by a
530	530	school district during the 2022 -2023 school year was receiving a
531	531	salary above the step level indicated by the State Minimum Salary
532	532	Schedule state minimum salary schedule for the 2022-2023 school
533	533	year, the person shall receive a salary increase amount equal to the
534	534	amount indicated in subsection A of this section for the step level
535	535	indicated for the person, provided they remain he or she remains
536	536	employed by the same district, unless the hours or the duties of the
537	537	certified personnel are reduced proportionately.

594	594	the State Board of Education to implement the salary increases
595	595	indicated in subsection A of this section.
596	596	I. Persons employed as classroom inst ructional employees of
597	597	technology center school districts supervised by the St ate Board of
598	598	Career and Technology Education shall receive a salary increase
599	599	amount equal to the amount indicated in subsection A of this section
600	600	for the step level indicated for the person persons, provided they
601	601	remain employed by the same technology center school district,
602	602	unless the hours or the duties of the classroom instructional
603	603	employees are reduced proportionately.
604	604	J. Persons employed as correctional teachers or vocation al
605	605	instructors by the Department of Corrections pursuant to Section
606	606	510.6a of Title 57 of the Oklahoma Statutes or persons employed as
607	607	teachers by the Office of Juvenile Affairs shall receive a salary
608	608	increase amount equal to the amount indicated in subsec tion A of
609	609	this section for the step level indicated for the person persons,
610	610	provided they remain employed by the same Department of Corrections
611	611	or Office of Juvenile Affairs facility, unless the hours or the

665	665	K. Persons employed as teachers by the State Department of
666	666	Rehabilitation Services shall receive a salary increase amount equal
667	667	to the amount indicated in subsection A of this section for the step
668	668	level indicated for the person persons, provided they remain
669	669	employed by the State Department of Rehabilitation Services, unless
670	670	the hours or the duties of the teachers are reduced proportionately.
671	671	SECTION 2. This act shall become effective Ju ly 1, 2025.
672	672	SECTION 3. It being immediately necessary for the preservation
673	673	of the public peace, health, or safety, an emergency is hereby
674	674	declared to exist, by reason whereof this act shall take effect and
675	675	be in full force from and after i ts passage and approval.
