6152 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6253 SECTION 1. AMENDATORY Section 4, Chapter 201, O.S.L.
6354 2023 (43A O.S. Supp. 2024, Section 2 -312.4), is amended to read as
6455 follows:
6556 Section 2-312.4. A. Subject to availability of funds under
6657 Section 631 of Title 57 of the Oklahoma Statutes Section 2-312.1 of
6758 this title, the Department of Mental Health and Substance Abuse
6859 Services shall annually issue a request for proposals by which
60+county governments or multi -county partnerships may apply for funds
61+for the development and implementation of evidence -based:
62+1. Mental health and substance abuse treatment programs or
63+other health care programs provided in the community ;

96-county governments or multi -county partnerships may apply for funds
97-for the development and implementation of evidence -based:
98-1. Mental health and substance abuse treatment programs or
99-other health care programs provided in the community ;
10090 2. Pretrial diversion programs, mental health and substance use
10191 jail intake screenings, or jail reentry programs ;
10292 3. Employment programs;
10393 4. Education programs; or
10494 5. Housing programs.
10595 B. The request for proposals shall include, but not be limited
10696 to, the proposed services, number of individuals to be serve d by the
10797 proposed services or programs, and the manner in which the services
10898 or programs will partner with or be supported by local Department -
10999 contracted or -certified entities.
110100 C. For a proposal to be considered, the applying county
111101 government or multi-county partnership must submit all necessary
112102 documents to meet the requirements outlined in the request for
113103 proposals.
114104 D. The number of awards and funding amounts of each award shall
115105 be at the discretion of the Depa rtment and shall be based on total
116106 available funds, total county population, and the criteria in
117107 subsection B of this section . Each county government or multi -
118108 county partnership shall be allocated at least half of one percent
119109 (0.5%) of the total amount ap propriated for the award cycle .
110+E. The Department shall submit an annual report to the
111+President Pro Tempore of the Senate and the Speaker of the House of
112+Representatives that includes the amount awarded to each county

147-E. The Department shall submit an annual report to the
148-President Pro Tempore of the Senate and the Speaker of the House of
149-Representatives that includes the amount awarded to each county
150139 government or multi-county partnership and a summary of services
151140 provided by each county government or multi -county partnership.
152141 F. The Board of Mental Health and Substance Abuse Services
153142 shall promulgate rules to implement the provisions of this act this
154143 section and Sections 2 -312.1, 2-312.2, and 2-312.3 of this title
155144 including, but not limited to, rules that set qualifications for
156145 programs eligible to receive funds under this section.
157146 SECTION 2. This act shall become effective July 1, 2025.
158147 SECTION 3. It being immediately necessary for the preser vation
159148 of the public peace, health or safety, an emergency is hereby
160149 declared to exist, by reason whereof this act shall take effect and
161150 be in full force from and after its passage and approval.
