SENATE BILL 441 	By: Coleman 
 
 
 
 
 
AS INTRODUCED 
 
An Act relating to the state Medicaid program; 
requiring certain coverage of chiropractic care; 
prohibiting certain exclusion from cover age; 
preventing certain prior authorization requirement; 
directing promulgation of rules; requiring Oklahoma 
Health Care Authority to seek necessary federal 
approval; providing for codification; providing an 
effective date; and declaring an emergency . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 5029.2 of Title 63, unless there 
is created a duplication in numbering, reads a s follows: 
A.  The state Medicaid program shall cover chiropractic care 
performed by licensed chiropractic physicians when such services are 
medically necessary for the diagnosis and treatment of illness or 
injury or to improve the functioning of a malform ed body member. 
B.  The state Medicaid program shall not exclude members from 
coverage under this section on the basis of age. 
C.  No prior authorization shall be required for a member to 
receive medically necessary chiropractic care.

D.  The Oklahoma Heal th Care Authority Board shall promulgate 
rules as necessary to implement the provisions of this section. 
E.  The Oklahoma Health Care Authority shall seek any federal 
approval necessary to implement the provisions of this section. 
SECTION 2.  This act shall become effective July 1, 2025. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall take effect a nd 
be in full force from and after its passage and approval.
