Enables cities and towns to enact enabling legislation authorizing a partner program to assist students with an IEP for specially designed physical education classes.

Prohibits the application of lawn care pesticides on the grounds of any public or private pre-school or public or private school with students in grade twelve (12) or lower, except in an emergency situation.
Requires the chief resilience officer (CRO) and a resiliency office within the department of environmental management (DEM) be charged with the creation, maintenance and updating of the state's resiliency and community recovery program.
Prohibits a manufacturer from selling, offering for sale, or distributing into commerce any product containing synthetic polymer micro particles beginning January 1, 2028.
Requires an electric distribution company to develop and act pursuant to a vegetation management plan approved by the DPUC to carry out vegetation management activities on and around utility infrastructure along public and private rights of way.
Provides for an annual increase of supplemental income for individuals and couples living alone, in accordance with the consumer price index for urban consumers over the average for the previous calendar year, commencing July 1, 2025.
