Relates to emergency medical services; establishes a special district for the financing and operation of general ambulance services; provides for a statewide comprehensive emergency medical system plan.
Provides that no incarcerated individual in any state or local prison, penitentiary, jail or reformatory shall be compelled or induced to provide labor against their will.
Provides that restaurants and third-party food delivery service may provide single-use food service items to customers when explicitly requested by the customer; prohibits certain plastic single-use items.
Relates to the provision of breast pumps and related collection and storage materials to all mothers who are confined in or committed to an institution or local correctional facility with or without their child subject to specific time limitations; requires institutions and local correctional facilities to provide pumps and related materials to such mothers, but not beyond the date such child reaches twenty-four months of age except in limited circumstances related to parole; allows children to remain with their mothers in a correctional institution until twenty-four months of age, or longer in certain cases related to parole; requires the commissioner of corrections and community supervision to issue an annual report on data relating to incarcerated mothers.
Relates to the disclosure of beneficial owners of limited liability companies and foreign limited liability companies and certain information about such beneficial owners; requires the secretary of state to maintain a public database of all business entities organized in the state and all foreign business entities with authority to do business in the state.
Establishes the Supply Chain Transparency Assistance Program to encourage the shifting of the state's economy toward more ethical and sustainable supply chains.
Prohibits the sale of certain products that contain regulated perfluoroalkyl and polyfluoroalkyl substances; requires manufacturers of products containing PFAS to provide notice of such fact to persons that offer the products for sale or distribution; provides penalties for violations.
Requires police officers to report the misconduct of a police officer; requires the division of criminal justice to establish a protocol to be followed by police agencies when handling and recording mandatory reports of misconduct by a police officer; establishes the crime of failure to report misconduct by a police officer.
Clarifies the scope of protections against discrimination on the basis of disability under the New York state human rights law in the areas of employment, public accommodations and government services to be consistent with the federal Americans with Disabilities Act and the current policies and practices of the division of human rights.
Raises the tax rate on corporate income; increases the state conformity to federal taxation of corporate profit shifting; imposes an additional tax on individual business income in response to federal tax benefits for pass-through business income.
