Establishes the office of pretrial services to certify and establish guidelines for pretrial services agencies in the state; establishes a working group to prepare for the transition for pretrial services from public entities to private, non-profit entities; provides for the repeal of such working group upon the expiration thereof.
Relates to permits and financial security for reclamation for salt mining beneath a lake; requires such permits to be subject to environmental quality review procedures; requires financial security to cover any damages directly or indirectly resulting from salt mining activities beneath a lake, including, but not limited to, those resulting from collapse or water contamination.
Prohibits the sale or land application of biosolids from wastewater treatment facilities unless such biosolids are treated and tested to not exceed the maximum contaminant levels established in the public health law.
Enacts the empire state licensing act to provide all New Yorkers with access to professional, occupational, commercial, or business licenses, permits, certificates, or related registrations regardless of an applicant's citizenship or immigration status, or lack thereof.
Requires the office of Parks, Recreation and Historic Preservation to establish standards for the closing of segments of trails on the Empire state trail, and provide notice of such closings to the public.
Requires the New York state bridge authority, the Triborough bridge authority, the Thousand Islands bridge authority, the Nassau county bridge authority, the Ogdensburg bridge authority, and the New York state thruway authority to develop a feasibility study to promote bicycle and pedestrian access on bridges and provide a report to the governor, temporary president of the senate, speaker of the assembly, and the public a copy of such plan.
Requires the office of parks, recreation and historic preservation to establish design standards for greenway trails and to manage applications for greenway trails.
Requires that food services at transportation facilities and rest areas owned and operated by certain public authorities remain open seven days a week.
Protects the rights of people in prisons, jails and forensic facilities; limits the use of cell or segregated confinement; grants access to tablets, visitation, and certain items.
Provides for loan forgiveness for social workers who commit to work in counties with less than two hundred thousand population, or towns which have a population of less than one hundred fifty persons per square mile for the duration of the award.
Enacts the "faith-based affordable housing act" for development on residential land; defines terms; provides that each village, town, and city shall allow the construction and occupation of residential buildings on any covered site up to the specified densities; provides that all residential buildings constructed pursuant to this section in a town, village, or city with fewer than one million inhabitants shall set aside twenty percent of the residential floor area for households earning an average of eighty percent of area median income; outlines the densities for New York city; makes related provisions.
