Relating to correctional incentive time; to amend Section 14-9-41, as last amended by Act 2022-322, 2022 Regular Session, Code of Alabama 1975, to reduce the amount of correctional incentive time a prisoner receives; to require a prisoner to remain in a certain classification for a longer period of time before moving up to a higher classification; to provide for additional circumstances in which a prisoner may be required to forfeit his or her correctional incentive time; and to require the Department of Corrections to provide annual reports to the Legislature, the Governor, and the Attorney General regarding correctional incentive time.
Relating to the Board of Medical Examiners; to amend Sections 34-24-50.1 and 34-24-70, Code of Alabama 1975, to provide further for qualifications for licensure as a physician; and to add Section 34-24-75.2 to the Code of Alabama 1975, to authorize the board to issue permits for certain medical school graduates to practice medicine in a limited capacity for a limited time as bridge year graduate physicians.
Relating to state income tax; to establish the Preceptor Tax Incentive Program to provide income tax credit incentives for certain medical students who train in rural and underserved counties in the state.
Relating to criminal correctional and detention facilities; to add Section 14-5-12 to the Code of Alabama 1975, to prohibit state or county inmates from participating in any program that trains dogs to recognize scents or track humans.
Relating to two-year and four-year public institutions of higher education; to amend Section 16-1-52, Code of Alabama 1975, to prohibit a biological male from participating on an athletic team or sport designated for females; to prohibit a biological female from participating on an athletic team or sport designated for males; to prohibit adverse action against a public K-12 school or public two-year or four-year institution of higher education for complying with this act; to prohibit adverse action or retaliation against a student who reports a violation of this act; and to provide a remedy for any student who suffers harm as a result of a violation of this act.
Relating to motor vehicles; to amend Section 32-6-65, Code of Alabama 1975; to define "centralized motor vehicle registration"; to allow for certain data collection; and to make nonsubstantive, technical revisions to update the existing code language to current style.
Relating to the Department of Corrections; to allow a Department of Corrections law enforcement officer to assist any law enforcement agency with public safety.
Relating to consent to medical treatment; to amend Sections 22-8-4 and 22-8-6, Code of Alabama 1975; to provide that a minor who is married or divorced may consent to certain medical treatment; and to provide that a pregnant minor may not consent to certain pregnancy-related treatment.
Relating to the Department of Public Safety of the Alabama State Law Enforcement Agency; to provide for salary increases for certain law enforcement officers employed by the agency.
Relating to rural hospitals; to provide for funding of rural hospitals by creating the Rural Hospital Investment Program; to establish a governing board to administer the program, to provide for a state income tax credit in exchange for donations to rural hospitals; and to provide for coordination with the Department of Revenue.
Relating to the Board of Nursing; to add a new Article 8 to Title 34, Chapter 21, Code of Alabama 1975, to create the Alabama Loan Repayment Program for Nursing Education; to establish and describe the program; to provide for program funding from the Education Trust Fund; to provide definitions; to outline the procedure for the board to award loans to applicants who contract with the board to work as an instructor in a prelicense nursing education program; and to provide further for the powers of the board under the program.
Relating to the Board of Nursing; to amend Sections 34-21-96, 34-21-97, 34-21-98 and 34-21-99, Code of Alabama 1975, to remove the cap on the amount of loan awarded annually; to provide further for the definition of a critical need area; to remove certain penalties for defaulting, and to require the board to consult with the Alabama Commission on the Evaluation of Services.
Relating to child abuse; to amend Sections 26-15-2 and 26-15-3, Code of Alabama 1975; to further define the crime of child abuse to include willful mistreatment; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to distinctive motor vehicle license plates; to amend Section 32-6-281, Code of Alabama 1975, to provide for the distribution of proceeds of sales of distinctive motor vehicle license plates to emergency medical services providers.
