Relating to the Employees' Retirement System of Alabama; to amend Section 36-27-59, Code of Alabama 1975, to designate the Commissioner of Corrections and deputy commissioners of corrections who have earned and maintain APOSTC certification as correctional officers or law enforcement officers for state retirement purposes; and to provide that the designation is retroactive.

Relating to economic development; to amend Sections 41-10-802 and 41-10-822, Code of Alabama 1975, to provide for a name change for the Alabama Innovation Corporation and revise the residency requirements for certain grant recipients; to amend Section 41-10-805, Code of Alabama 1975, relating to the Board of Directors of the Alabama Innovation Corporation, to make conforming changes to accurately cite the Code of Alabama 1975; and to add a new Article 22, commencing with Section 41-10-840, to Chapter 10 of Title 41, Code of Alabama 1975, to reestablish the technology accelerator tax credit program and the underrepresented company tax credit program as the Innovating Alabama tax credit program; and to exempt working groups, task forces, and subcommittees of the Alabama Innovation Corporation from the Alabama Open Meetings Act.

Relating to underserved communities; to amend Sections 41-23-150, 41-23-151, 41-23-152, and 41-23-153, Code of Alabama 1975, to change the name of the Healthy Food Financing Fund; to further provide for the types of facilities where monies can be used; to further provide for the ways monies can be used; and to limit the sources of funding available under the program.

Relating to taxation; to amend Sections 40-9F-31, 40-9F-33, and 40-9F-38, Code of Alabama 1975, to increase the amount of tax credits that may be provided in a tax year; to allow rehabilitation credits to be tied to the year in which the reservation is allocated; to provide for additional rehabilitation credit allocations; to further provide for the membership of the Historic Tax Credit Evaluating Committee and the factors considered by the committee; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to Hale County; to amend Section 11 of Act 83-696 of the 1983 Regular Session (Acts 1983, p. 1136); to repeal Section 12 of Act 83-696 of the 1983 Regular Session (Acts 1983, p. 1136); to make effective the establishment of a consolidated and unified system of assessment and collection of taxes under the supervision of a county revenue commissioner as provided for by Act 83-696 of the 1983 Regular Session (Acts 1983, p. 1136), now appearing as Subpart 2, Article 2, Chapter 33 of Title 45, Code of Alabama 1975.

Relating to boards of registrars; to amend Sections 17-3-2, 17-3-3, 17-3-4, 17-3-5, Code of Alabama 1975, and 17-3-8, Code of Alabama 1975, as last amended by Act 2022-112 of the 2022 Regular Session, to further provide for the qualifications and membership of the board of registrars and establish hours of operation; and to provide for eligibility for reappointment to the board after removal and for temporary appointments to the board under certain circumstances.

Relating to municipalities; to amend Section 11-51-91, Code of Alabama 1975, to further provide for the reporting of certain monies collected outside of their corporate limits and inside their police jurisdiction.

Relating to Hale County; to provide for additional minimum qualifications for individuals elected or appointed to the office of sheriff, that the individual is a U.S. citizen, has been a resident and registered voter of Hale County for one year prior to qualifying or being appointed, is a high school graduate or the equivalent, is the age of 25 or older, has three years or more of law enforcement service, has never been convicted of a felony; and to require completion of continuing education.

Relating to Hale County; to authorize the sheriff to establish procedures for utilizing a credit card or debit card for limited purchases provided the proper procedures are followed.

Relating to alcoholic beverages; to amend Sections 28-3-1, 28-3A-3, 28-3A-21, and 28-3A-23, Code of Alabama 1975 and add Sections 28-3-208, 28-3A-9.1, and 28-3A-17.2 to the Code of Alabama 1975; to define a new category of low-alcohol content liquor beverages called mixed spirit beverages; to levy taxes upon the distribution of these beverages; to provide for licensure of retailers of mixed spirit beverages and set a fee for licensure; to amend Sections 28-10-4, 28-10-5 and 28-10-6, Code of Alabama 1975, to provide further for the responsible vendors program; and to make nonsubstantive, technical revisions to update the existing code language to current style.

To propose an amendment to the Constitution of Alabama of 2022, relating to Greene County, to provide legislative findings; to provide for the pari-mutuel wagering on historical horse racing on computerized machines; to levy a tax on pari-mutuel wagering on historical horse races on computerized machines; to provide for application for licensure and the operation of a racetrack; and to provide for the distribution of taxes, fees, and other monies collected by the commission.

Relating to the State Board of Midwifery; to amend Sections 34-19-11, 34-19-12, and 34-19-16, Code of Alabama 1975; to provide further for the period during which midwives may provide care after birth; to authorize midwives to provide care in freestanding birth centers; to authorize the board to accept grants and gifts; and to require midwives to administer certain tests.

Relating to crimes and offenses; to amend Sections 13A-12-213 and 13A-12-214, Code of Alabama 1975, to provide further for the crimes of unlawful possession of marijuana in the first and second degrees; to revise the criminal penalties; to provide for expungement of a charge, finding, or conviction, under certain conditions; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to tax credits; to provide a tax credit to Alabama employers for employees eligible under the federal Work Opportunity Tax Credit Program; and to allow for the adoption of rules.

Relating to court costs; to amend Section 22-52-14, Code of Alabama 1975; to further provide for an appointed attorney's compensation in a commitment proceeding.
