Updates the fee collected by county clerks and clerks for the city of New York for deposit into the cultural education account from $15 to $25; increases the amount retained by the county or city from $0.75 to $1.00.
Authorizes the court where there is criminal possession of stolen property to, in its discretion release the principal pending trial on the principal's own recognizance or under non-monetary conditions, fix bail, or order non-monetary conditions in conjunction with fixing bail, or, where the defendant is charged with a qualifying offense which is a felony, the court may commit the principal to the custody of the sheriff; makes related provisions.
Establishes the New York state museum partnership trust to serve as a focal point for the receipt and administration of private gifts, devises and bequests of real and personal property donated to further historic preservation, advance cultural education, and enhance the state museum; makes an appropriation of $250,000 for the hiring of an executive director of the trust.
Provides that the tax on premium cigars shall be at the rate of seventy-five percent of the wholesale price or fifty cents, whichever is less, and is intended to be imposed only once upon the sale of any premium cigars; defines "premium cigar"; provides for the repeal of such provisions upon expiration thereof.
Directs the superintendent of financial services to create a private education debt registry which shall contain information and documentation relating to loans issued by creditors including interest rates and copies of the notes and instruments used by such creditors for education loans.
Relates to establishing a twenty year retirement plan for members or officers of law enforcement; includes every non-seasonally appointed sworn member or officer of the division of law enforcement in the department of environmental conservation, a forest ranger in the service of the department of environmental conservation, a police officer in the department of environmental conservation, the regional state park police, and university police officers in such twenty year plan.
Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Permits any individual or organization with an adult-use cultivator license to be entitled to sell minimally processed cannabis to adults over the age of twenty-one from a single building or farmstand on the farm where such cannabis is cultivated.
Requires the comptroller to maintain a non-aggregated compilation of all print publications, digital platforms, television stations, radio stations, or other media where such advertisements, marketing or informational items were placed on behalf of any state entity.
Creates a temporary commission to conduct a comprehensive study on the current utilization of paid family leave, make recommendations on how to increase access and the visibility of the program.
Establishes a highway and depot charging needs evaluation to assist in achieving targets set forth by the climate leadership and community protection act, zero-emissions vehicle sales target and regulations, including the advanced clean truck, advanced clean cars II rules and the zero-emissions school bus mandate.
Provides a waiver for the nursing home ninety percent occupancy calculation for periods where there is a state disaster emergency affecting occupancy, and for two thousand twenty and two thousand twenty-one specifically.
Provides for the automatic issuance of identification cards for any person whose driver's license or learner's permit is expired, suspended, revoked or surrendered.
