Clarifies the scope of protections against discrimination on the basis of disability under the New York state human rights law in the areas of employment, public accommodations and government services to be consistent with the federal Americans with Disabilities Act and the current policies and practices of the division of human rights.
Directs the commissioner of education, in conjunction with the superintendent of state police and the commissioner of the division of homeland security and emergency services, to establish standards for the security and safety of school grounds.
Mandates comprehensive, medically accurate and age appropriate sex education be taught in all public schools, grades one through twelve; provides that the commissioner of education will create and establish a curriculum to accomplish such goal within one year of the effective date of this legislation.
Authorizes courts to hold evidentiary hearings for a temporary order of protection in certain circumstances; grants superior court judges the authority to issue a temporary order of protection when an action is pending in a local criminal court in certain circumstances.
Provides for hazard duty pay of an additional twenty-five hundred dollars for essential work performed in accordance with a state emergency disaster declaration.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Relates to expungement of records for certain juveniles convicted of a nonviolent offense after seven years and satisfactory completion of his or her probation, parole, supervised release and payment of any fines imposed or restitution ordered, whichever is later.
Ensures that public retirees are not having their skilled nursing care benefits reduced under the state health benefit plan at the time they enroll for medicare.
Prohibits the discrimination of persons based on their religious attire in recreational water parks, including, but not limited to, beaches, lakes, pools and other water facilities operated on land or water for recreational use.
Requires the disclosure of insurance information, including the name of the insurance company, the amount of coverage and what is covered under their plan, on permit applications for the construction of pipelines upon any freshwater wetlands.
