Requires the cannabis control board to provide notice to state legislative representatives upon receipt of application for an adult-use cannabis retail dispensary or on-site consumption license in their district.
Establishes the rare disease advisory council to identify best practices, raise awareness regarding rare diseases, evaluate barriers to access to care, and to make recommendations to the legislature and the governor.
Enacts the "food safety and chemical disclosure act"; prohibits certain food additives and food color additives; provides that in an action to enforce compliance, the recognition by the federal food and drug administration of any of these substances as safe may not be alleged as a defense; establishes requirements for the reporting of GRAS (generally recognized as safe) substances.
Requires residents of the state, who are foreign refugees, to register with the office of temporary and disability assistance; directs such office to provide registration information to the office of children and family services, the department of health, the office for new Americans, the department of law, the division of state police, the NYC police department, county sheriff's offices, municipal police departments, and the division of homeland security and emergency services; directs the office for new Americans to conduct background screenings of all refugees who register; requires refugee resettlement agencies to submit quarterly reports to the bureau of refugee and immigrant assistance on the refugees to whom it provides assistance, and to monitor the activities of such refugees for a certain period of time; directs the division of homeland security and emergency services to develop and implement a plan to ensure compliance by refugee resettlement agencies.
Prohibits the keeping of inventory, storage, warehouse, processing, packaging, shipping or distributing of flavored vapor products near where vapor or tobacco products are sold at retail or wholesale.
Relates to the establishment of a waiver for child care learning pods; provides that unlicensed and unregulated child care learning pods may operate if there are otherwise no violations of laws or codes, rules, and regulations of New York and such child care learning pod is compliant with the local laws, codes, rules, and regulations of such local municipality in which they are located and operated; provides for civil penalty for violations.
Establishes a supplemental household and dependent care credit payment for taxpayers who are eligible for certain household and dependent care services necessary for gainful employment.
Prohibits the sale of kratom to individuals under the age of twenty-one; imposes a civil penalty of not more than five hundred dollars for the sale or provision of kratom to any person under the age of twenty-one.
Exempts water system property owned by a private water-works corporation located in counties with a population of one million or more that are special assessing units from being included as special franchise property.
Enacts the "dismantling student antisemitism act", or "DSA act"; requires mandatory sensitivity training that includes the topic of antisemitism; includes reporting requirements regarding antisemitism complaints and disciplinary processes.
Increases the applicable percentage of the child tax credit allowed in the empire state child tax credit from thirty-three percent to forty-five percent; prescribes how such payment or refund should be made based on amount.
Establishes the NY food insecurity, farm resiliency and rural poverty initiative to provide financial assistance in the form of matching grants, hiring assistance, purchasing assistance, tax credits, tax exemptions, and reimbursements.
