Extends certain authorizations of conditional adult-use cultivators and processors to minimally process and distribute cannabis products until June 1, 2024.

Relates to preserving access to affordable drugs; provides that an agreement resolving or settling, on a final or interim basis, a patent infringement claim, in connection with the sale of a pharmaceutical product, shall be presumed to have anticompetitive effects if a nonreference drug filer receives anything of value from another company asserting patent infringement and if the nonreference drug filer agrees to limit or forego research, development, manufacturing, marketing, or sales of the nonreference drug filer's product for any period of time.

Relates to the hours during which liquor and/or wine stores may be open on Sunday (Part A); permits the sale of beer at retail on Sundays; repeals certain provisions of law relating thereto (Part B); authorizes special permits to remain open during certain hours of the morning (Part C); permits certain retail licensees to purchase wine and liquor from certain other retail licensees (Part D); relates to permissible sales by license holders (Part E); allows multiple off-premises licenses (Part F); relates to licensing restrictions for manufacturers and wholesalers of alcoholic beverages and retail licensees (Part G); relates to the approval of seven day licenses to sell liquor at retail for consumption off the premises (Part H); adjusts licensing fees regarding certain alcoholic beverages (Part I); relates to notifying municipalities of the filing of certain applications (Part J); relates to changes of ownership of a licensed business (Part K); relates to the issuance of temporary retail permits; makes permanent certain provisions relating to liquidator's permits and temporary retail permits (Part L); relates to the issuance of temporary wholesale permits (Part M); relates to licenses issued for on premises consumption within two hundred feet of a building occupied as a school, church, synagogue or other place of worship (Part N); repeals certain provisions relating to licenses for premises located within five hundred feet of other licensed premises (Part O).
Provides that for taxable years beginning on and after January first, two thousand twenty-four, a resident taxpayer who serves as an active volunteer firefighter or as a volunteer ambulance worker shall be allowed a credit against the tax imposed equal to eight hundred dollars; provides for a real property tax exemption under certain circumstances to an enrolled member of an incorporated volunteer fire company, fire department or incorporated voluntary ambulance service residing in such city, village, town, school district, special district, fire district or county.
Permits on-premises retail licensees to purchase wine and liquor from off-premises retail licensees and off-premises retail licensees to purchase wine and liquor from on-premises retail licensees.
Provides that such rates of payment shall be updated to reflect the most current mean price for free-standing residential health care facilities with less than three hundred beds each time that the cost basis of residential health care facility rates is updated.
Requires the comptroller to retain, from revenues collected from unclaimed bottles, an amount equal to 2% of the total revenues collected in the prior calendar year, for use towards expanding and creating bottle redemption centers under the beverage container assistance program; increases the handling fee paid by deposit initiators to dealers or operators of a redemption center from 3.5 cents to 5 cents.
Enacts the consumer litigation funding act to promote consumer protections related to consumer litigation funding transactions; provides for contract requirements, including that the contract contain a no penalty provision for the prepayment of the funded amount prior to the settlement of his or her case; makes related provisions.
Prohibits the retail sale of spices that exceed lead level limits; defines spices and types of spices; establishes acceptable lead limits for various types of spices.
