Enacts the New York state excess food act which provides for mandatory donation of consumable food products; provides mandatory composting of appropriate materials; establishes the New York state excess food fund which will be funded by fines collected from violations of the New York state excess food act.
Relates to apportioning aid for career in education in school districts located in a city with a population between 62,000 and 65,000 or between 67,000 and 70,000 as recorded in the 2010 census.
Extends the provisions relating to the New York state thoroughbred breeding and development fund until eleven years after the commencement of the operation of a video lottery terminal facility at Aqueduct racetrack.
Requires lottery sales agents to return previously purchased lottery tickets to the persons submitting them to such agents for verification of prizes won or lost; requires lottery ticket dispensing machines used for verifying if a ticket is a winner or not to return the ticket submitted for verification.
Establishes an office of special education services within the state education department to administer programs for children with disabilities to be headed by an assistant commissioner appointed by the board of regents.
Relates to horsemen's health, welfare, pension and administrative benefits for harness racing licensees in the absence of contractual obligations; requires that in the absence of a contract between the licensed harness racing corporation or association and the representative horsemen's organization, the state gaming commission shall as a condition of racing require an association or corporation to withhold and pay eight percent of all unpaid and existing monies and to pay such sum to the horsemen's organization quarterly at facilities located in Westchester and Nassau county.
Permits the Church of Jesus Christ (Apostolic), Inc., located at 332-340 South Columbus Avenue in the city of Mount Vernon, to file an application for a real property tax exemption.
Establishes the New York state public defense commission to oversee the provision of public defense services in the state; such commission shall establish public defense services standards, provide financial assistance to local governments and public defense providers for expenses incurred in providing legal services to the indigent, provide training to persons in the public defense profession and oversee the provision of public defense services in the state.
Directs the superintendent of financial services to promulgate rules and regulations limiting the use of credit scores to determine automobile insurance premiums.
Authorizes the denial of the renewal of a license, permit, certificate, registration or admission to practice a profession, business or trade where a taxpayer has outstanding tax debt which the taxpayer has failed to enter into a settlement agreement for the payment thereof; requires each taxpayer renewing a license to practice a profession, business or trade to attest to the licensing agency that he or she does not have an unsettled outstanding tax debt.
Repeals provisions prohibiting the conduct of unregistered interactive fantasy sports contests; provides that interactive fantasy sports contests are not considered a contest of chance constituting a gambling offense under the penal law.
Relates to chemical testing for prospective foster parents; includes, but is not limited to drug and alcohol testing; authorizes office of children and family services to issue random chemical testing, including but not limited to, drug testing, to foster parents.
Provides that the Yonkers city school district shall be eligible to receive an apportionment of funds to be used for services and expenses; directs certain reports to be submitted.
