Related to the Alabama Unconscionable Pricing Act; to amend Sections 8-31-3 and 8-31-4, Code of Alabama 1975 to authorize the Governor or the Legislature to specify the affected areas and time periods to which the prohibition against imposition of unconscionable pricing would apply.
Relating to charitable organizations; to amend Section 13A-9-71, Code of Alabama 1975, to prohibit the imposition of certain filing or reporting requirements on certain charitable organizations.
To enact the Pregnancy Resource Act; Relating to income tax; to provide a state income tax credit to individuals and businesses that make contributions to eligible charitable organizations that operate as a pregnancy center or residential maternity facility; and to specify the obligations of the Department of Revenue in implementing the act.
Relating to voting; to prohibit any person from distributing, ordering, requesting, collecting, completing, obtaining, or delivering an absentee ballot application or absentee ballot of another person in certain circumstances; to provide for exceptions; to prohibit a person from receiving a payment or providing a payment to another person for distributing, ordering, requesting, collecting, completing, obtaining, or delivering an absentee ballot application or absentee ballot of another person in certain circumstance; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to income taxes; to amend Section 40-18-15.3, Code of Alabama 1975, to revise the qualifications for employees and employers to receive the income tax deduction for health insurance premiums paid.
Relating to retirement benefits; to amend Sections 16-25-23 and 36-27-28, Code of Alabama 1975, to revise the circumstances in which an individual's pension, annuity, or retirement allowance benefits under the Teachers' Retirement System and the Employees' Retirement System are subject to certain recovery actions.
Relating to Franklin County; to provide for the annual expense allowance and salary and other benefits for the coroner; and to further authorize the Franklin County Commission to appropriate and expend funds for the operation of the office of the coroner.
Relating to the Entertainment Industry Incentive Act of 2009; to amend Sections 41-7A-40, 41-7A-41, 41-7A-42, 41-7A-45, and 41-7A-48, Code of Alabama 1975, to expand the incentive by renaming it the Film and Music Incentive Act of 2023, to increase the cap on incentives to fifty million dollars annually, and to allow for the inclusion of music and virtual reality as qualified production companies.
