Establishes a historic wood window rehabilitation and energy retrofit tax credit of up to 25% of the expenditures paid or incurred within the five years preceding the year in which the tax credit is applied.
Requires the collection of oaths of responsible use from users of certain generative or surveillance advanced artificial intelligence systems by the operators of such systems, and transmission of such oaths to the attorney general.
Establishes the commission of the deaf, deafblind and hard of hearing; requires the commission of the deaf, deafblind, and hard of hearing to transmit complaints in matters affecting the deaf, deafblind, and hard of hearing communities to the vulnerable persons' central register; repeals provisions relating to the New York state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing.
Authorizes the commissioner of motor vehicles to establish a pilot program to evaluate the use of optional mobile or digital alternatives to driver's licenses and non-driver identification cards if specified requirements are met; provides for the repeal of such provisions upon the expiration thereof.
Enacts the New York artificial intelligence bill of rights to provide residents of the state with rights and protections to ensure that any system making decisions without human intervention impacting their lives do so lawfully, properly, and with meaningful oversight.
Repeals and reenacts statute of limitation provisions on wrongful death, personal injury and property damage actions against professional engineers, architects, landscape architects, land surveyors and construction contractors to provide for a limitations period of ten years after completion of improvement to real property; "completion", which constitutes the accrual date for the limitations period, is defined; provides for a one year extension for injuries to person or property or wrongful death which occur during the tenth year after completion.
Establishes requirements for the creation and operation of limited purpose trust companies; establishes how to apply to operate as a limited purpose trust company.
Increases the penalties for operating a snowmobile while intoxicated, doubles penalties for operators having .16 of one per centum or more by weight of alcohol in his or her blood, breath, urine, or saliva, and includes other operating while intoxicated convictions in sentencing considerations.
Relates to excluding renewable energy pilot projects and certain energy system-related payments in lieu of taxes from tax cap calculations, and to the establishment of a distributed generation energy development program that provides a single forum for state-level appeals for proposed distributed generation energy facilities.
Prohibits the creation and dissemination of synthetic media within sixty days of an election with intent to unduly influence the outcome of an election; makes such act a class E felony.
Establishes the retail worker safety act requiring retail worker employers to develop and implement programs to prevent workplace violence; directs the department of labor to produce a model workplace violence prevention training program; requires employers to provide training on such programs; requires the installation of panic buttons at certain workplaces or wearable or mobile phone-based panic buttons to be provided.
Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
Establishes a captive insurance program for commuter vans, black cars, ambulettes and paratransit vehicles, small school buses, and charter buses that are engaged in the business of carrying or transporting eight to twenty-four passengers for hire; pre-arranged for-hire vehicles and accessible vehicles; defines terms.
