Establishes the fentanyl abuse and overdose prevention task force to conduct a comprehensive study on fentanyl abuse and overdose prevention and to report on the findings and recommendations of the task force.
Provides that it shall be unlawful to discharge any radiological substance into the Hudson River in connection with the decommissioning of a nuclear power plant; provides for attorney general enforcement.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental sustainability, racial equity, valued workforce, animal welfare, and nutrition.
Expands health care services provided by telehealth to include services delivered through a facility licensed under article twenty-eight of the public health law that is eligible to be designated or has received a designation as a federally qualified health center, including those facilities that are also licensed under article thirty-one or article thirty-two of the mental hygiene law.
Requires the reporting of contributions by business entities and individuals; defines terms; provides that no business entity or individual who contracts with the state for a contract of more than fifteen thousand dollars shall make monetary or in-kind contributions or a pledge of contribution in excess of one thousand dollars to an individual who holds the position of an elected state public office, a candidate for such position, including the candidate's election fund, if such contract must be voted on or approved by such individual; or a state, county or municipal political party, in the preceding twelve month period to the contract being awarded; or to any person for any political purpose or use; or to knowingly solicit any such contribution from any such person for any such purpose during any such period; provides exemptions; makes related provisions.
Provides that health care plan participation by physicians shall be reported, for purposes of physician profiles, by the health care plans; requires physicians to periodically submit information for his or her physician profile within 6 months of his or her triennial re-registration to practice; authorizes physicians to designate a designee to submit his or her information for the physician profile.
Directs the commissioner of health and the commissioner of the office for people with developmental disabilities to conduct a study of the delivery of services to individuals with traumatic brain injury.
Authorizes the City of Troy, County of Rensselaer, to enter into a PILOT Agreement with Hillside Redevelopment Associates, granting an exemption from real property taxes.
Authorizes the City of Troy, County of Rensselaer, to enter into a PILOT Agreement with T.R.I.P. Redevelopment Associates, granting an exemption from real property taxes.
Establishes the prescription drug supply chain transparency act of 2023; requires pharmacy services administrative organizations, pharmacy switch companies and rebate aggregators to register with the insurance department and to provide certain disclosures relating to the ownership and activities of such entities; relates to deposits into the pharmacy benefit manager regulatory fund.
Requires state agencies to measure, collect, report, and utilize metrics relating to the experience of residents interacting with agencies to improve provision of services to the people of the state, and to provide a biannual report to the governor and legislature.
