Requires instruction in arts and music education to be incorporated into curriculums for all public school students; requires school districts to ensure that appropriately certified teachers are providing such education; authorizes rules and regulations consistent with such provisions.
Directs the New York state energy research and development authority to conduct a feasibility study and prepare a report on the benefits and implementation of sewage thermal energy.
Provides for the establishment and operations of a dedicated opioid rehabilitation facility and the personal needs allowance for residents of a dedicated opioid rehabilitation facility; relates to the diversion of certain defendants to a mandatory opioid rehabilitation facility; provides for the establishment of a dedicated opioid rehabilitation facility and the provision of corrections officers to such facilities.
Allows school resource officers to be hired with salary aidable to the school district; raises retirement salaries for such officers to fifty thousand dollars.
Directs the office of mental health to conduct a study on the mental health and prevalence of post-traumatic stress disorder among corrections officers and other prison workers and to submit a report of the findings of such study to the governor and the legislature.
Directs the public service commission to evaluate hydrogen, sewage thermal energy, and nuclear small modular reactors as renewable energy sources and report the results of such evaluation to the governor and the legislature.
Directs the New York state energy research and development authority to conduct a feasibility study and prepare a report on the benefits and implementation of nuclear small modular reactors.
Establishes a correctional employee protective labor practices board to make recommendations regarding labor practices and working conditions for correctional employees, and institutional safety of both correctional employees and incarcerated individuals.
Provides that for taxable years beginning on and after January first, two thousand twenty-five, a resident taxpayer who serves as an active volunteer firefighter or as a volunteer ambulance worker shall be allowed a credit against the tax imposed equal to eight hundred dollars; provides for a real property tax exemption under certain circumstances to an enrolled member of an incorporated volunteer fire company, fire department or incorporated voluntary ambulance service residing in such city, village, town, school district, special district, fire district or county.
Requires state and county boards of elections to post sample ballots online at least twelve days prior to the first day of early voting; requires such ballots to be posted in a searchable database.
Allows New York state employees to use accrued vacation time toward student loan payments; defines terms; requires the president of the civil service commission to promulgate necessary rules and regulations.
