Enacts the state contract sunlight act; requires the comptroller to develop a state-wide database of all bids for contracts, state contracts, and any additional information available for public review; requires the attorney general to review contracts meeting a certain dollar amount.
Defines the term crossbow as a bow and string, either compound or recurve, that launches a bolt or arrow, mounted upon a stock with a trigger that holds the string and limbs under tension until released which shall have at least six inches of limb width.
Increases the penalties for overtaking and passing a school bus; provides that for the first conviction a person shall be punished by a fine of not less than $350 nor more than $500; provides that for a second conviction a person shall be punished by a fine of not less than $500 nor more than $800; also provides that for a third conviction a person shall be punished by a fine of not less than $800 nor more than $1000.
Relates to providing hazard payments to essential workers during a state disaster emergency; provides that certain employers shall make hazard payments to essential workers during a state disaster emergency provided no hazard payment shall exceed twenty-five thousand dollars in any year for any essential worker earning less than two hundred thousand dollars per year or five thousand dollars for any essential worker earning more than two hundred thousand dollars.
Establishes term limits for the offices of governor, attorney-general and comptroller; limits the amount of time any person can act as governor; limits terms of office of members of the legislature.
Requires a doctor to obtain the informed consent of patients prior to prescribing psychiatric drugs notifying the patients of possible adverse effects of the drug.
Increases credits against taxes imposed on the transfer of the New York estate by every deceased individual who at his or her death was a resident of New York state by setting the basic exclusion amount to $11,200,000.
Provides that at the close of each fiscal year, five percent of any cash surplus in the general fund shall be transferred to the debt reduction reserve fund.
Provides for free hunting, fishing and trapping licenses to residents of the state who are active duty members of the U.S. armed forces regardless of where such person is stationed.
Establishes the department of oversight and investigation, providing for its powers, duties and functions (Part A); relates to repealing provisions relating to the commission on ethics and lobbying in government; relates to repealing provisions relating to the office of the state inspector general (Part B); provides for the transfer of the functions, powers and duties of the commission on ethics and lobbying in government, the office of the state inspector general and the former temporary state commission of investigation to the department of oversight and investigation (Part C); relates to the commission on ethics and lobbying; relates to membership on the franchise oversight board; relates to the state inspector general; relates to the former temporary state commission of investigation; relates to the commission on ethics and lobbying in government and the legislative ethics commission; relates to the office of the state inspector general; creates a temporary state commission of investigation (Part D).
Allows for three forty-five day extensions of necessary and available emergency shelter for victims of domestic violence instead of the current two forty-five day extensions.
