Provides certain relief for persons who are victims of identity theft; provides for destruction or sealing of certain police and court records and for issuance of an identity theft passport.
Provides that a minor from six to sixteen years being absent from full time day instruction for the purpose of sounding "Taps" at a military honors funeral held in this state for a deceased veteran shall be excused from school.
Requires the dormitory authority of the state of New York to fulfill all outstanding monetary commitments made to any local government for a fiscal year prior to allocating any moneys to economic development grant programs for the following fiscal year.
Awards grants to municipalities for any non-transportation related capital improvement projects with a maximum cumulative grant award not exceeding $250,000; makes an appropriation therefor.

Establishes training and registration requirements for patient care technicians; requires training programs to be conducted by hospitals, residential health care facilities, home care services agencies, degree and non-degree granting institutions of higher education, or any other entity approved by the commissioner to conduct such a program; provides such training shall include, but not be limited to an overview of the roles and responsibilities of patient care technicians in hospitals, residential care facilities and the home care environment, an overview of various patient care services provided in hospitals, residential care facilities and the home care environment, and the legal scope of practice for patient care technicians; defines terms.
Creates the legislative office of fiscal transparency; requires fiscal notes on proposed rules and executive orders affecting political subdivisions; requires legislative committee approval of certain proposed rules; requires the comptroller to make monthly reports to the legislative office of fiscal transparency.
Entitles each member of the legislature to bring one statewide piece of legislation of the member's choosing to the floor for a vote without a home rule message and committee review during each two-year term.
Relates to limiting eligibility for limited credit time allowances to those incarcerated individuals having completed eighty percent of their original sentence.
Requires all public and private schools to provide financial literacy education to pupils in grade eleven; directs that certain topics be covered in such educational program.
Requires electors to vote for the presidential and vice presidential candidates in a manner representing the plurality of votes in each congressional district; provides that two electoral votes shall be given to the statewide winner and one electoral vote shall be given to each congressional district based on the plurality of votes in such district.
