Renames the Governor Mario M. Cuomo bridge the Governor Mario M. Cuomo Tappan Zee bridge; directs the commissioner of transportation to provide for the installation and maintenance of adequate signing of the state highway system.
Allows a nursing home patient, or his or her representative, to install, operate and maintain, at his or her own expense, an electronic monitoring device in his or her room.
Creates a cyber security enhancement fund to be used for the purpose of upgrading cyber security in local governments, including but not limited to, villages, towns and cities with a population of one million or less; restricts the use of taxpayer moneys in paying ransoms in response to ransomware attacks.
Establishes a rental assistance loan-to-grant program to assist landlords of small rental properties who have lost rental income due to the inability of the landlords' tenants to pay rent during the COVID-19 state disaster emergency; provides for the repeal of such provisions upon the expiration thereof.
Directs the office of mental health to develop materials relating to suicide prevention and identifying signs of depression for school-aged children; authorizes school districts to include suicide prevention in health class curriculum.
Relates to allocating two hundred fifty thousand dollars to each member of the assembly for the purpose of compensating employees and staff of such member.
Authorizes children 10 years of age or older to load and fire a rifle, shotgun or pistol at a shooting range while under the supervision of a qualified person; increases from 18 to 21 years of age the minimum age of a person who may be designated in writing by the parent or guardian of a child to supervise such child while he or she is shooting.
Repeals the provision of law that volunteer firefighters and ambulance workers who receive a real property tax exemption for service may not receive the income tax credit for such service.

Relates to payments of grants to farm operations by NYSERDA; provides that payment of such grants shall be made no later than ninety days after notification.
Provides that a resident of the state for a period of three months prior to the date of application and who is otherwise qualified for certain hunting, fishing and big game licenses and who has a disability as defined in the executive law shall be entitled to receive such license at 50% of the cost set by statute.
Requires the commissioner of education to establish and enforce rules and regulations to incorporate at least a three credit course devoted to the instructional techniques necessary for effective literacy instruction which shall include delivering structured, systematic, explicit, evidence-based instruction in reading, including but not limited to those incorporating multisensory instruction for current and prospective teachers.
Provides that the tax levy limit shall be equal to a zero percent increase over the prior year tax levy when the difference between the total amount of taxes levied for the prior year less the tax levy limit results in a negative number.
