Allows industrial development agencies to make grants to municipalities for open space preservation, parkland improvements and conservation easements where the municipal governing body finds that the grant encourages tourism or otherwise improves quality of life.
Includes in the class E felony of vehicular assault in the second degree, the causing of serious physical injury while operating a vehicle with suspended, revoked or no license; creates the crime of vehicular homicide.
Requires certain meetings between the governor, the temporary president of the senate and the speaker of the assembly relating to the state budget to be open to the general public; to provide an opportunity for the public to attend, listen to, and observe such meetings; and to broadcast and maintain records of such meetings on each party's website.
Establishes the first responder epinephrine preparedness initiative (EPI) act, creating a first responder epinephrine access program; authorizes the commissioner of health to approve and implement a municipal epinephrine bulk purchase program; authorizes taxpayers to contribute a gift for municipal epinephrine bulk purchases; establishes a municipal epinephrine bulk purchase fund.
Clarifies that the New York state health insurance program remains subject to certain provisions of the financial services law and coverage for usual and customary costs for out-of-network health care service.
Amends the eligibility criteria for game development companies by changing the yearly timeframe structure, lowering the dollar threshold per production, and removing the in-state cost incurred threshold to accurately fit current digital gaming industry models.
Provides for crediting of probationary service when a person appointed provisionally in accordance with section sixty-five of the civil service law receives a permanent appointment to the same title.
Relates to the distribution of fire insurance premium taxes; provides that a percentage of fire insurance premium taxes be paid to the treasurer of the NYS Professional Firefighters Association to promote, support and maintain the well-being of paid professional firefighters employed in the state.
Enacts the "ratepayer disclosure and transparency act" which requires an annual report that includes the estimated or actual ratepayer costs and benefits of any mandated state energy program to the governor and legislature including any New York climate leadership and community protection act compliance costs.
Requires residents of the state, who are foreign refugees, to register with the office of temporary and disability assistance; directs such office to provide registration information to the office of children and family services, the department of health, the office for new Americans, the department of law, the division of state police, the NYC police department, county sheriff's offices, municipal police departments, and the division of homeland security and emergency services; directs the office for new Americans to conduct background screenings of all refugees who register; requires refugee resettlement agencies to submit quarterly reports to the bureau of refugee and immigrant assistance on the refugees to whom it provides assistance, and to monitor the activities of such refugees for a certain period of time; directs the division of homeland security and emergency services to develop and implement a plan to ensure compliance by refugee resettlement agencies.
Provides that members of a retirement system who retire from such system and later rejoin the retirement system are reinstated with the same rights, benefits and privileges they had prior to retirement.
